POSITIONS SUPERVISED: Residential Behavioral Health Specialists


POSITION OVERVIEW: The Residential Team Leader for the VA Emergency Shelter provides oversite in maintaining a safe, sanitary, supportive and stable environment in an Emergency Shelter setting specifically serving homeless veterans. The Shelter Manager will be trained to use a Housing First model to assist veterans with completion of goal orientated tasks, building independent living skills and obtaining permanent housing. The Shelter Manager will ensure house staff are providing adequate level of services to veterans while in the shelter and applying a harm reduction and trauma informed approach to support their mental health recovery and aid in sobriety (as applicable). The Shelter Manager is responsible for supervision of house staff, assigning of daily tasks to be carried out by Behavioral Health Specialists, handling employee and veteran complaints / concerns, and documenting according to program policy. The Shelter Manager will be responsible to ensure all daily record keeping is completed in compliance with program expectations, foodbank licensing guidelines and VA contract expectations. The Shelter Manager will be expected to coordinate with supervisors, all house staff, Veterans Administration, internal agency, and other stakeholders to provide collaborative care to homeless veterans. Completion of annual internal trainings, VA specific trainings and TB test will be required.



ESSENTIAL POSITION RESPONSIBILITIES:


  1. Provides services to maintain required productivity standards of 5 documented contacts per day.
  2. Support Behavioral Health Specialists (BHS) toward maximizing their performance. Handle and document personnel matters effectively and consistently with existing policies, including interviewing, hiring, coaching, counseling, terminating, and completing annual evaluations for employees. Conduct quarterly one-on-one supervision with BHS and quarterly ES team meetings.
  3. Provide thorough orientation and training to new hires and on-site supervision of employees. Ensure BHS’s fulfill expectations set forth in VA contract including conducting monthly house meetings, providing daily transportation, offering psychosocial groups, preparing heart healthy menus, and providing supportive services.
  4. Provide supervision to BHS in matters related to scheduling, contract standards, utilization of VA facilities and services, scheduling special activities, and other concerns which impact quality of care and agency collaboration.
  5. Ensure coverage of facility as requested in the event of emergencies, holidays, vacations, or staff illnesses. Demonstrate willingness to flex work hours to be available for weekend and night shift staff to provide on-site supervision support and/or for the purpose of filling coverage needs. Provide on-call supervision and coverage of ES facility on a regular basis.
  6. Maintain a safe, clean, and sanitary environment within the Residential Care Emergency Shelter (ES) facility and submit timely facility requests. This includes, but is not limited to, completing and documenting safety drills as assigned, maintaining policies and procedures compliant with Health & Safety expectations and VA contract guidelines, completing daily facility checks to ensure cleanliness and sanitation standards, and providing feedback to direct care staff if deficiencies are found.
  7. Provide thorough orientation to new admissions and complete required intake and discharge paperwork in a timely manner (including but are not limited to admission instructions, releases, stay agreements and rules / responsibilities) in accordance with ES program expectations, Residential Care policies and procedures and VA contract expectations.
  8. Provide motivation, support, and instruction for veterans through designated service provisions to promote development of responsible living patterns, achieve a more adaptive level of psychosocial functioning, self-sufficiency in health and personal hygiene, improved interpersonal and community relationships, facilitate movement towards obtaining an affordable stable and permanent living environment, and employment. Provide access to supports by assisting individuals in obtaining needed services, including arrangement of transportation to services.
  9. Provide support for an alcohol / drug abuse-free lifestyle environment conducive to social interaction and the fullest development of the veteran’s rehabilitative potential.
  10. Assess, problem-solve, and effectively handle situations requiring crisis intervention including documenting and incidents reporting to the veteran's Housing Case Manager (HCM) and supervisor per department, agency policy and VA contract expectations.
  11. Work collaboratively with supervisors, HCM’s, veterans, ES team, external stakeholders and community providers to facilitate VA contract expectations and veteran’s individualized plan of care. Provide daily correspondence to ES team.
  12. Supervise and review medication inventory upon admission and ensure on-going changes are communicated with ES team to ensure an up-to-date Medication Summary Record (MSR) as per Residential Care Policy.
  13. Orders office and household supplies / equipment as needed and within budgetary guidelines, prepares inventories upon request. Follow budgetary guidelines to shop for and provide three nutritionally adequate meals per day along with nutritious snacks. Ensuring menus are posted and portion sizes are listed. Demonstrates responsible use of Association charge cards and accounts, including following proper procedures when requesting funds.
  14. Attend regular supervision, provider collaboration meetings, and maintain regular communication with VA and/or community providers. Facilitate team meetings and/or individual supervisions as needed.

  2. Meets deadlines and ensures accuracy of various reports / paperwork, mileage sheets, and electronic timesheets.
  3. Exhibits appropriate level of technical knowledge for the position. Employees must read their emails and respond to messages daily as the Association frequently provides pertinent and important information to employees.

  5. Works well with a team, keeps others informed of information needed. Treats others with dignity and respect, maintaining a spirit of cooperation. Residents should be treated with warmth and friendliness to decrease alienation and despair, increasing their chances of obtaining the services they need.
  6. Maintain professional verbal and written interactions with peers, participants, supervisors, and other staff, which also includes effective listening skills. Use diplomacy and tact in dealing with difficult situations or people. Provide strong customer service skills, so that residents will have the best experience possible while in the residential setting, increasing their chances of success while in the program and successfully transition into the community.
  7. Demonstrates the ability and willingness to handle new assignments, changes in procedures and business requirements. Identifies what needs to be done and takes appropriate action.
  8. Completes assigned work, meets deadlines without reminders/follow-up from supervisor or others.
  9. Performs work conscientiously with a high degree of accuracy.
  10. Ensure safe transportation of residents in the community as needed, using agency provided vehicle or personal vehicle.
  11. Collaboration with partnering agencies and CIT Teams for mobile response and stabilization services.
  12. Collaboration with and data management in HUD’s coordinated homeless management information system (HMIS).
  13. Collaboration with HCMs to ensure charts are regularly audited and meet agency standards.
  14. Meets goals and objectives as mutually agreed upon during last performance review (if applicable).



POSITION REQUIREMENTS: The Residential VA Emergency Shelter Manager is expected to have a bachelor’s degree or equivalent of a minimum of four years education and/or experience working in the human services field. Preferred areas of experience include working with veterans, chronically homeless individuals who have serious mental illness and/or substance use disorders and working in residential and/or shelter-based settings. Additionally, it is preferred to have experience including supervision of staff, monitoring of budgets, knowledge of community resources, housing alternatives, vocational services, and the ability to develop and maintain rapport with clients, constituents, and staff. Must possess basic computer and typing skills, complete all agency, job specific and VA required trainings within designated timeframe, and demonstrate effective communication and documentation skills. A valid Kansas driver’s license and access to personal vehicle required. Valid annual TB test required.
