About the Position
Dexis is recruiting for an Environmental & Social Specialist Consultant to support the International Development Finance Corporation.
The Environmental & Social Specialist Consultant will support the environmental and social assessment and monitoring of DFC TA support projects. The Environmental & Social Specialist Consultant will assess environmental and social needs for proposed or active TA-supported projects and review environmental and social terms of reference, deliverables, and implementation evidence. The Environmental & Social Specialist Consultant will coordinate across the TA and Environmental and Social Divisions to ensure consistency of the assessment of environmental and social performance of DFC projects. The Environmental & Social Specialist Consultant will assess environmental and social risks and performance against the following assessment framework: DFC's environmental and social requirements as identified in DFC's Environmental and Social Policy and Procedures (ESPP, April 2024); the International Finance Corporation (IFC) Performance Standards (January 2012); applicable local, national and international environmental and social legislation including environmental and social permits; international laws including conventions and treaties adopted by the host country and applicable to the project (e.g., ILO Fundamental Conventions); applicable World Bank Group EHS Guidelines and other relevant sector specific IFC guidance documents.
The consultant can be located anywhere in the continental United States.
This position is contingent upon award.
Responsibilities
- Assist in the review of E&S Deliverables/Documents that were created using DFC's Technical Assistance (TA) Grants. Work may involve review of the following kinds of E&S Documents:
- Impact Assessment (ESIA)
- Pre-Feasibility Studies
- ESIA Scoping Studies
- Baseline Assessments (e.g., socioeconomic, bird/bat studies, etc.)
- Stakeholder Engagement Plan (SEP)
- Resettlement Action Plan (RAP)
- Livelihood Restoration Plan (LRP)
- Indigenous Peoples Plan
- Biodiversity Action Plan (BAP)
- Management Plan (ESMP)
- Policies
- Closure Planning Study
- Assist DFC in assessing the alignment of the E&S Deliverables/Documents with the Applicable Standards including but not limited to:
- International Financial Corporation (IFC) 2012 Performance Standards (PS), or other similar international lending standards (e.g., EBRD Performance Requirements)
- World Bank Group (WBG) General Environmental, Health and Safety (EHS) Guidelines (2007)
- Host country laws and regulations applicable to each project
- ILO Fundamental Conventions
Qualifications
- Bachelor's degree or higher in a field relevant to interdisciplinary environmental and social assessment.
- Experience in reviewing E&S Documents to ensure compliance with the IFC's Performance Standards and the IFC's (General and Industry-specific) Environmental, Health and Safety Guidelines (or other similar international development bank standards).
- Must have the ability to obtain and maintain a Public Trust clearance.
Additional Requirements:
- Candidates will be required to submit summary descriptions of recent (within 10 years) work that demonstrates experience in reviewing E&S Documents to ensure compliance with the IFC's Performance Standards and the IFC's (General and Industry-specific) Environmental, Health and Safety Guidelines (or other similar international development bank standards). This should include the geographies in which this recent and past experience has taken place.
