This position is responsible for initiating, coordinating, administering, and supervising the Modernization Displacement Repair Site (MDRS). Responsibilities include:


Planning: Establishes policy and fixed responsibility for daily operations. Oversee the scheduling of programs, computer utilization, and continuity of operations, physical security, and storage of supplies, issues to customers, ORF management, and the receiving of supplies.

Training: Ensures that everyone assigned is qualified in their primary specialty and is cross trained to perform other tasks that may be required due to absences or illness.

Supervisory Control: Determines the need for changes in procedures, reasons for backlog, and the need for further training of personnel. Approve the processing of Release Strategy documents when data seems questionable.

Reports and Records: Prepares and submits required reports and tasks necessary action on monthly reviews. Supervises the maintenance of IAR suspense files and IAR records and reviews Administrative Adjustment Report.

Maintenance: Ensures that prescribed maintenance is performed. Checks log-books and visually checks equipment to ensure that operator level services are performed. Develops standard operating procedures and performs administrative duties related to MDRS. Exercises supervision over all employees engaged in the various functions of MDRS operations.

System Management: Devise and/or submits proposals to enhance the operations of systems within the MDRS. Maintains liaison with customer units and MDRS Branch. Establishes work priorities, as necessary.

Position Summary:

  • May be hands-on and hold collateral duties in performance of the Performance Work Standard (PWS).
  • Manages and oversees project controls delegated by the PM.
  • Daily interaction with the customer to include meetings, briefings and resolving issues.
  • Responsible for project planning and scheduling, cost estimating and monitoring, and quality review.
  • Manages project controls personnel. Establishes operating policies to mitigate risk.
  • Provides input to strategic decisions that affect the functional area of responsibility.
  • May give input into developing the budget.
  • Responsible for MDRS talent acquisition.
  • Capable of resolving escalated issues arising from operations and requiring coordination with other departments.

Basic Qualifications:

  • US Citizen
  • High school diploma or equivalent
  • 18 years of age
  • Valid state driver's license
  • Familiarity with:
    • AR 710-2, Supply Policy Below National Level
    • AR 735-5 Property Accountability Policies
    • AR 750-1, Army Material Maintenance Policy
    • All processes GCSS-Army End User Manual (EUM+)

Desired Qualifications:

  • Minimum of five (5) years Supervisory experience in Army logistics operations such as Maintenance and Supply
  • Knowledge of all Army logistics functional areas to understand how the Army logistics system (Maintenance and Supply) works and interacts with each other.
  • Knowledge of local Standard Army Management Information Systems (STAMIS) capabilities and outputs as they pertain to the PWS and how they interface with national logistics databases.
  • Ability to operate independently and make timely decisions to effectively manage contract and onsite operations.
  • Highly skilled in organizing, developing, coordinating, and evaluating plans among numerous military units and RSC activities to identify specific requirements and to develop and adjust plans to meet each requirement on time.
  • Ability to analyze organizational and operational problems and develop timely and economical solutions.
  • Knowledge of financial management.
  • Highly skilled in verbal and written communications to conduct meetings, execute plans, and memorandums of instruction.
  • Proficient with software such as Word, PowerPoint, Excel, MS Teams, and Adobe.
