Job DescriptionJob Description


The Measurement Specialist is responsible to assist the Texas International Pipeline to monitor and measure crude volumes and rail car logistics within facility, communicate to applicable stakeholders, and analyze, track, trend, and present product measurements in accordance with Texas International Terminals Core Values.

Roles and Responsibilities:

  • Monitors liquid volumes using appropriate measuring systems, ensuring accuracy, on pipeline, tanks, railcars, trucks, and barges.
  • Tracks, organizes, and manages the flow of rail cars.
  • Identifies incorrect volumes, adjusting volumes and providing accurate supporting documentation as necessary.
  • Applies the appropriate measurement standards to derive Net Standard Volumes from gross volumes of Crude Oil, or other commodities.
  • Understands and applies ASTM D1250 Measurements and Tables.
  • Possesses expert knowledge of and complies with all Petroleum Measurement Standards set forth by the American Petroleum Institute.
  • Prepares and maintains all necessary paperwork and documentation of measurements and analyses performed; presents relevant data to stakeholders and defends findings.
  • Examines storage facilities and equipment to ensure ability to store relevant commodities.
  • Performs quality checks on custody transfer and control data in accordance with company and customer standards, industry standards, and applicable state and federal guidelines.
  • Maintains expert knowledge of all necessary measurement instruments and ensures they are proven and calibrated.
  • Understands Coriolis meters and can utilize them to measure the flow and density of liquids.
  • Provides guidance, teaching, and training for several activities and standards within the Texas International Terminals Portfolio.

Qualifications:

  • Knowledge of API Measurement Tank Gauging Procedures, liquid quality determination, understanding of liquid meter proving techniques.
  • Experience in petroleum production and/or transport.
  • Knowledge of API Metering System Requirements
  • Knowledge of safe handling practices of Crude Oil and other potentially volatile commodities.
  • Ability to apply calculations to determine Net Standard volumes.
  • Expertise in the use of all tools and equipment necessary to measure and control liquid product.
  • Successful candidates should have a minimum of a 2-year degree and 5 years’ experience, or an equivalent combination of education and experience.
  • Candidates may be required to maintain and/or obtain professional certifications signifying expertise in their field.

Skills and Abilities:

  • Must be able to communicate effectively to Texas Internation Terminals leaders and Customers regarding product measurement, and to provide recommendations.
  • Must be able to generate and maintain detailed and organized reports of measurements, findings, recommendations, etc.
  • Is self-directed and takes initiative to lead this function with Texas Internation Terminals
  • Has impeccable attention to detail.
  • Proficiency with MS Office, including effective e-mail communications.

Physical Demands:

  • Must be able to see well enough to read gauges, precision measuring instruments, schematics, maintenance manuals as needed.
  • Must be able to talk and hear well enough to communicate with co-workers, supervisors and others within the company 100% of the time.
  • Must be able to reach with arms and hands to perform inspection, maintenance and repair duties when needed.
  • Must be able to bend, stoop, twist, kneel, squat 100%.
  • Must be able to use hands to grasp, handle, finger and feel 100%.
  • Must be able to climb and balance well enough to mount equipment by climbing up and down steps as needed.
  • Must be able to lift up to 50 pounds without assistance.
  • While performing the duties of this job the team supervisor is regularly exposed to a high noise level; moving mechanical parts, moving machinery, outside weather conditions and elements; fumes from gasoline, oil, and grease. The team supervisor may occasionally be exposed to toxic or caustic chemicals.
