Burrow Global is seeking to hire a Project Engineer - PM for a long term assignment in Baytown, TX. Candidates for this position will be responsible for leading multiple projects utilizing good project management methodology to ensure the project success. This position requires an engineering degree with 5-10 years of project management experience in a petrochemical or refinery operating company. Candidates must have sound decision making skills and be capable of leading multiple projects from conception through turnover to operations.

Candidates Note: You must be within driving distance of Baytown, TX. No per diem or relocation assistance is available.

ESSENTIAL JOB FUNCTIONS

At a minimum, tasks will include, but not limited to:

  • Plan, organize, direct, cost control and implementation of approved capital projects
  • Conform with Environmental, Health & Safety regulations and quality control procedures
  • Engage with stakeholders to identify and develop project scope of work documents.
  • Assume responsibility for the delivery of the project safely, on schedule and within budget
  • Ensure adequate progress reporting of all assigned projects, Cost, schedule, budget and % to completion.
  • Prepare cost estimates for the proposal of capital and replacement projects
  • Lead the project team members efficiently toward the project success, with good utilization of the internal and external communications.
  • Experience managing new capital and maintenance projects up to 10 million
  • Experience managing multiple projects simultaneously
  • Making effective decisions when presented with multiple options on how to proceed to meet project requirements.

  • Assists in preparing equipment fabrication and repair specifications for plant equipment needed for the project and operations
  • Prepare RFP packages
  • Participate in bidding for jobs, preparation of bid tabulations, contractor evaluations, and recommending bid winners.
  • Work with other project engineers or technical site team to develop design documents individually or collaboratively for small size projects and review technical documents submitted from engineering contractors during engineering
  • Co-ordinate and supervise construction contractors associated with the projects and keep a daily direct contact with the contractors to ensure that the required safety, quality and execution performance are on
  • Support the construction manager for responding to the RFI that get raised during the construction phase.
  • Periodic review with the construction manager on the status of the construction process.
  • Assume responsibility of the cost and schedule of the assigned projects, forecast spending, cost accrual, weekly and monthly reporting of the overall project status
  • Managing the project team to ensure the project is executed safely, on schedule and within budget
  • Assume responsibility for all project aspects along all project contractors “Licensor, engineering, procurement and construction contractor” ensuring contractor
  • Maintain a continuing liaison with all plant personnel who share responsibility for the function of those areas where there is an engineering
  • Maintains an on-going familiarization with all procedures, equipment, and company policies.
  • Assists in design reviews and plan layout of capital projects.
  • Prepare regular project and monthly reports presenting the status of work in progress.
  • Follow company safety and health guidelines and other company policies
  • Ability to climb straight ladders and utilize cat walks.
  • Ability to work outdoors in all weather
  • Confined space entry may be required
  • Ability to work in chemical plant
  • Noise levels may require hearing protection

QUALIFICATIONS

Education, Experience, and/or Training

  • Bachelor’s degree in engineering in Mechanical or Chemical engineering is required.
  • 5-10 years of project management experience in a petrochemical or refinery operating company
  • Good understanding of project stage gate process
  • Active TWIC Card
  • PMP is a plus

SOFTWARE

□ Proficiency in Microsoft Office, including Excel, Word, PowerPoint, and Outlook – Essential.

□ MS Projects or P6 – Highly Preferred.

□ AutoCAD – Preferred.
