JOB SUMMARY:

Coordinates the safe and efficient operation of the service and driving safety components of the Transportation Department. Directly supervises all transit services related positions. Oversees the vehicle safety and driver certification process for the Agency. Carries out all duties in accordance with DOT, DMV and FTA regulations, agency/department policies and procedures.

JOB DUTIES AND RESPONSIBILITIES:

  • Provides full direct supervision of, Transit Supervisors, Trainer/Certifier, Dispatcher, Scheduler and related support positions; acts as second level supervisor for driving staff.
  • Develops new procedures and revises existing procedures with input from Transit Supervisors to improve operational efficiencies.
  • Ensures adequate driving staff for fleet operation.
  • Analyzes operational results and procedures to recommend cost reductions, improved efficiencies, and revenue enhancements.
  • Develops and maintains policies and procedures and assures compliance with policies and procedures relating to transportation and department operations.
  • Assures proper data collection and documentation of program deliverables and direct services to ensure accurate billing and compliance.
  • Coordinates Agency’s Driving Certification Program and policies in conjunction with Human Resources and Certifier; resolves difficult compliance issues. (Conducting certifications goes to Trainer/Certifier position)
  • Assists in preparing final grant applications for submission including data; makes related recommendations for action
  • Attends meetings and conferences (locally and state sponsored) as a representative of OCO in a technical and advisory capacity relating to transportation issues.
  • Provides research and technical assistance for compliance with State and Federal Transportation Regulations and for internal efficiency and effectiveness for both maintenance and operations.
  • Assures compliance with requirements of contracts.
  • Assists with department public information program to increase awareness of transportation services.
  • Ensures compliance with all agency, government, regulations and funding source reporting requirements; communicates and advocates with funders and regulators as necessary.
  • Coordinates 19A Certification Program requirements and ensures adequate training is provided
  • Analyzes performance results and procedures; recommends cost reductions, improved efficiencies, and increased revenues.
  • Provides accurate data and assists with preparation of funding applications, budgets, reports, needs assessments, compliance plans, and justifications.
  • Coordinates and participates in accident investigation and reporting program for all agency vehicles.
  • Coordinates timely and appropriate response to complaints and incidents.
  • Acts as liaison between NYSDOT and the Regional Transportation Providers; works to enhance communication and advocate for necessary changes.
  • Ensures compliance at the department level with the FTA Drug and Alcohol Program including training, appropriate testing and reporting.
  • Participates in related trainings and conferences for skill maintenance/enhancement; participates in Agency committees and work groups; assists with ensuring department staff training requirements are met.

JOB REQUIREMENTS:

  • Must be able to handle difficult situations with diplomacy and be a good representative of the Agency/department.
  • Must have thorough knowledge of transportation systems, operations and regulations.
  • Must possess excellent organizational and problem solving skills; must be able to recommend and adapt well to change.
  • Must be able to direct the work of others, be creative in planning, and establish/maintain successful working relationships.
  • Must have manual dexterity, be able to type and use the computer keyboard accurately.
  • Must have excellent verbal and written communication skills; must exhibit professionalism, good judgment, and flexibility.
  • Must be a good leader, be able to work with others in a professional manner and be a positive role model to clients/staff.
  • Must provide 24 hour on-call emergency back-up as required.
  • Must maintain DMV Article 19A examiner certification; must maintain a CDL Class B License with P/S Endorsement.
  • Must have acceptable physical and mental health to carry out the responsibilities of the position.

MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree in Transportation Management, Business Management or related field; and
  • 5 years experience in transportation system environment including supervisory and management experience and thorough knowledge of DOT regulations, inspections and vehicle; or
  • Any equivalent combination of education, experience and training

Level 6, Non-Exempt Hourly Plus
37.5 hours weekly, flexibility required
