Deputy Program Manager


Description of specific Duties in a typical workday for this position:

  • This position manages and executes the contract task order life cycle from proposal development through close-out ensuring completion of all contractual requirements and reviewing all contract deliverables for completeness and accuracy.
  • The Project Manager must analyze Performance Based requirements and determine the knowledge, skills and experience and the manpower requirements to support the defined mission.
  • Manages the SETA staffing process, to include recruiting, hiring, training, mentoring and termination.
  • Responsible for administering contract specific policies, processes and procedures and guiding the Program Management Office staff, Task Order Support Leads and the SETA workforce to deliver excellence to the customer.
  • Assess, plan, develop and implement processes and process improvement for the PMO operation to ensure effective support to the customer, applying industry best practices to optimize performance.
  • Responsible for measuring performance against defined goals and identifying issues and proactively seeking resolution.
  • Responsible for day to day interaction with the customers to understand and anticipate requirements and maintain a positive customer experience.

Minimum Skills:

  • Knowledge and Skills of management concepts, principles, methods, practices, analytical analysis, and processes.
  • Requires a broad technical background and experience in various functions such as; a full and in-depth understanding of procedures and authorization and appropriation processes, and a strong management background.
  • Knowledge of the full range of principles, concepts, and methodology associated with project management to include planning and completing assigned workload.
  • Knowledge of the policies and procedures of the functional and administrative areas such as finance and accounting, budget, legal, and information management to coordinate and resolve questions/problems.
  • Ability to interpret and apply rules, regulations, and procedures
  • Knowledge of DoD acquisition, development, fielding and life cycle support processes/procedures; specific experience of simulations, simulators, training and instrumentation systems acquisition is desired.
  • Extensive knowledge of Army simulation and training systems.
  • Knowledge of PEO STRI, to include their mission, organizational structure, and customers.
  • Knowledge of DOD Planning, Programming, Budgeting and Execution System (PPBES) and its relationship to systems acquisition/program management activities, specifically of training and simulation systems.
  • Knowledge of policies, programs, organizations, functions, resources, and legislation affecting the program/product/service(s) and the organizations served, and related customers, functions, resources, and users.

  • Strong interpersonal skills and the ability to work in a team environment
  • Strong critical thinking and problem solving skills
  • Active Secret Clearance
