Velos is seeking an energetic and forward-leaning Acquisition Management, Audit and Compliance Analyst to assist the General Services Administration (GSA)/Assisted Acquisition Services (AAS), headquartered in Washington, DC Metropolitan Area. This individual will work to provide audit reporting, audit mentoring, and general audit readiness in supporting the execution of multi-tenant IDIQ Task Orders (TOs) managed by AAS in support of multiple US Army organizations. This analyst will have a deep understanding of FMFIA, FISCAM, FIAR Guidance, OMB, and other government regulations. You will collaborate with the numerous TO management teams and will help ensure all teams follow Audit Compliance. In addition to your responsibilities in supporting auditing and compliance efforts, you may be required to support government TO leads in the day-to-day operations and management of a specific TO(s), as required. This includes the potential of coordinating with GSA/AAS Contracting Officer's Representatives (CORs) and Technical Points of Contacts (TPOCs) to assist DoD activities in developing Technical Direction Letters (TDLs) for new projects, reviewing DoD funding documents (MIPRs and 7600s) for completeness and coordinating recommended changes, monitoring execution of Task Orders (TOs), developing reporting tools and methods to aggregate and report portfolio information, working with Subject Matter Experts (SMEs) to provide technical research and analysis, supporting pre-acquisition activities for new Task Order awards, advising clients on best practices, and ensuring the integrated project team meets deadlines.

This position is 100% remote, with the possibility of up to 10% travel.

Your essential job functions will include but may not be limited to:

  • Ensure supported TOs are audit ready prior to any official system audits being scheduled.
  • Identifies and documents all necessary internal controls in accordance with the Federal Managers Financial Integrity Act (FMFIA), Financial Improvement and Audit Readiness (FIAR) Guidance, Federal Information Systems Controls Audit Manual (FISCAM), National Institute of Standards and Technology (NIST)/Federal Information Security Management Act (FISMA), Office of Management and Budget (OMB) Circular number A-123, and other similar regulations for the scope of the assigned TO(s).
  • Reviewing and assessing the contract management's adherence to the Standards for Internal Control in the Federal Government including review of the control environment, risk assessment, control activities, information and communication, and monitoring.

Required Qualifications:

  • Bachelors Degree in business, accounting, or other relevant field
  • Minimum of 10 years of relevant and progressive Federal / DoD program management, acquisition, audit and compliance experience, with at least 4 of those supporting assisted acquisition agencies.
  • Thorough understanding of the federal acquisition lifecycle - translating requirements to actionable acquisition plans, monitoring execution, and assisting in program closeout.
  • Demonstrated knowledge of FAR and DFAR regulations in the Defense industry.
  • Proven experience and understanding of all necessary internal controls in accordance with the Federal Managers Financial Integrity Act (FMFIA), Financial Improvement and Audit Readiness (FIAR) Guidance, Federal Information Systems Controls Audit Manual (FISCAM), National Institute of Standards and Technology (NIST)/Federal Information Security Management Act (FISMA), Office of Management and Budget (OMB) Circular number A-123, and other similar regulations.
  • Experience conducting audit activities using generally accepted government auditing standards (GAGAS).
  • Proven experience supporting the government in executing acquisition processes, to include development of requirements and Requests for Proposals (RFPs), Proposal review and Source Selection support, and program monitoring/tracking/reporting/assessment.
  • Expert communications skills, both oral and written. Ability to effectively interface with peers, government leadership, industry partners and relevant stakeholders.
  • Experience managing contract funding requirements (i.e. MIPRs, invoice review, etc.).
  • Experience using Google Suite and Microsoft Office Suite.
  • Ability to manage time, organize priorities and meet deadlines.
  • Prior DoD acquisition office experience.

Preferred Qualifications:

  • Experience working with DoD Services, COCOMs, Federal Research Labs and other government agencies.
  • Prior experience in a DoD Inspector General (IG), Defense Contract Audit Agency (DCAA), or O.
  • Prior GSA / FEDSIM experience

Clearance Requirements:

  • Ability to obtain a Public Trust Clearance
  • TS/SCI Eligibility is a plus.
