Job Summary

Under the direction of the Neighborhood Services Supervisor, the Neighborhood Services Officer responds to, intervenes and/or mediates potential situations regarding City of Fountain Municipal code violations. The Neighborhood Services Officer conducts duties to support the Code Compliance Program in the enforcement of City, State, and Federal code regulations.


Duties and Responsibilities

  • Investigates complaints, meets with citizens, and enforces the City’s municipal ordinances regarding properties affecting public health, safety, and welfare.
  • Inspects private and commercial properties to ensure compliance with housing standards, zoning and environmental health codes, ordinances, and regulations.
  • Responds to, intervenes, and mediates citizen complaints in order to resolve potential conflicts regarding citations or code violations.
  • Issues Notices of Violation when it has been determined that violations of the City Codes exist on a property.
  • Responds to calls for service in assigned neighborhoods to investigate possible ordinance violations.
  • Documents, photographs, and maintains written and electronic records of code enforcement actions taken in City of Fountain.
  • Conducts follow-up inspections at properties where Notices of Violation have been written.
  • Meets with court personnel when Summons and Complaints or Notices of Abatement Hearings have been issued to citizens to resolve violations of the City Code.
  • Testifies in court, civil hearings and refers and participates in mediation sessions with citizens.
  • Reviews City of Fountain Business License applications and conducts site inspections to verify license and compliance with city ordinances.
  • Types up and submits for supervisor review liens and lien releases on properties.
  • Meets with contractors when abatements have been ordered for property compliance.
  • Establishes and maintains effective working relationships with citizens and co-workers.
  • Responds to and assists other City of Fountain departments or other agencies on issues involving City Ordinances.
  • Other duties and responsibilities as required.


Supervisor Duties

This position has no supervisory responsibilities.


Work Environment

Duties are conducted predominately in an out-of-door environment which includes exposure to extreme heat and cold or wet/humid conditions. Subject to loud noise and vibration, and maybe conditions including fumes, odors, dust, mists, and gases on a limited daily basis.


Encounters mechanical hazards on a daily basis. Occasionally, may be subjected to electrical hazardous and burns as well as working at heights above ground level while exposed to out-of-door conditions. On a moderate basis may encounter hazards which could cause burns, including toxic/caustic chemicals.

Neighborhood Services I

  • High School Diploma, GED, or equivalent combination of skills and education is REQUIRED.
  • Advanced education or degree in law enforcement, risk management, project management, or any other related field is highly preferred.
  • One (1) year of experience in customer service, security work, or related field is REQUIRED.
  • Experience or Education in conflict resolution, negotiation, behavioral psychology or related field is highly preferred.
  • Previous military or law enforcement experience is highly preferred.
  • Colorado Driver’s License REQURED.
  • Ability to obtain Colorado Bureau of Investigation (CBI) Operator Security Number (OSN) within thirty (30) days from date of hire is REQUIRED
  • Ability to obtain certificate of completion of the Colorado Association of Code Enforcement Officials (CACEO) Basic Certification Course within thirty-six (36) months from date of hire is REQUIRED.
  • Ability to obtain certificate of completion of the Colorado Association of Code Enforcement Officials (CACEO) Advanced Certification Course within forty-eight (48) months from date of hire is REQUIRED.
  • Experience or certification in handling and or apprehending animals in a safe and competent manner is preferred.
  • Ability to effectively use Microsoft Office products and other administrative computer applications is REQUIRED.
  • Working knowledge of or the ability to learn state and local ordinances, housing codes, public health and environmental regulations is REQUIRED.
  • Ability to effectively speak in public forums and large groups, and before individuals in positions of higher authority is highly preferred.
  • Knowledge of basic record keeping practices.

  • Colorado Association of Code Enforcement Officials (CACEO) Advanced Certification Course completion is REQUIRED.
  • Current Colorado Bureau of Investigation (CBI) Operator Security Number (OSN)is REQUIRED.
  • Ability to obtain the I.C.C Property Maintenance Residential Inspection Certification within twenty-four (24) months from date of hire/promotion is REQUIRED.

  • This position requires effective proficiency in the use of computer software and applications, office equipment, and professional telephone use. The ability to adequately type quickly with few to no errors is also very important. This position will often require multi-tasking in the use of computer, phone, and office equipment while interacting with clients.
