  • The NIH Office of the Chief Information Officer (OCIO) IT Strategic Support Services (ITSSS) contract is dedicated to advancing the mission of the National Institutes of Health by providing cutting-edge IT solutions that support biomedical research and healthcare innovation. NIH’s core values center on excellence, integrity, and collaboration, ensuring that all IT initiatives align with NIH's strategic objectives. The primary objectives of this contract are to enhance IT infrastructure, improve cybersecurity, and support the digital transformation of NIH’s research capabilities. The scope of work encompasses the full lifecycle management of IT projects, including software development, system integration, cybersecurity compliance, and cloud-based solutions, all tailored to meet NIH's evolving needs in a secure and efficient manner.
  • ICallidus is seeking a Program Manager (PM) who will be responsible for leading and managing the NIH IT Strategic Support Services (ITSSS) contract, ensuring all project objectives are met with the highest quality standards. This role requires a deep understanding of NIH’s IT infrastructure and strategic goals, coupled with strong leadership in program and project management, particularly in a federal government setting.
  • Responsibilities:
  • Lead and manage the ITSSS program, serving as the primary point of contact for NIH’s Office of the Chief Information Officer (OCIO). Oversee the overall performance, development, and implementation of assigned projects, ensuring alignment with NIH’s strategic objectives.
  • Develop and execute comprehensive project plans that include scope definition, work plans, schedules, project estimates, resource plans, and status reports. Ensure projects are completed on time, within budget, and to NIH’s quality standards.
  • Act as the primary liaison between NIH OCIO, end users, IT services, and client services. Facilitate clear communication, manage expectations, and address concerns to ensure project success.
  • Implement robust quality assurance processes. Regularly review project deliverables, identify potential risks and develop mitigation strategies to address issues proactively.
  • Manage vendor relationships, ensuring that tasks are integrated into the project plan. Track and review vendor deliverables to ensure they meet project objectives and timelines.
  • Provide high-level technical, strategic, and analytical guidance to the project team. Offer solutions for complex challenges based on experience with NIH’s IT systems and federal IT regulations.
  • Demonstrate strong leadership by mentoring and developing project team members. Foster a collaborative environment that encourages innovation and continuous improvement.
  • Qualifications:
  • Masters of Business Administration (MBA) in IT Management or Program/Project Management or equivalent advanced degree is required.
  • Minimum of 8 years of experience in IT program management, with a strong focus on federal government contracts and complex IT environments.
  • 5+ years of experience leading large-scale IT programs at NIH or similar federal health agencies.
  • Formal training in program and project management, specifically within a federal government context, is preferred.
  • PMP (Project Management Professional) certification is mandatory.
  • PgMP (Program Management Professional) certification is highly preferred.
  • ITIL (Information Technology Infrastructure Library) certification is preferred for aligning IT services with business needs.
  • Strong background and understanding of FEAF and TOGAF framework.
  • Strong understanding with TBM, CPIC, EPLC, OMB, GAO, NIH, and HHS compliance.
  • Agile Certification (e.g., Certified ScrumMaster or PMI-ACP) is preferred for managing projects using Agile methodologies.
  • Proven experience in managing programs that include software development, IT infrastructure modernization, cybersecurity, and cloud-based solutions.
  • In-depth knowledge of NIH’s IT infrastructure, systems, and strategic initiatives.
  • Familiarity with federal IT compliance requirements, including FISMA, NIST 800-53, Section 508, and OWASP API.
  • Proficiency in project management tools (e.g., MS Project, JIRA, Confluence) and methodologies (e.g., Agile, Waterfall).
  • Demonstrated ability to lead cross-functional teams in a complex federal IT environment.
  • Experience in developing and executing strategic IT initiatives that align with NIH’s mission.
  • Strong track record of mentoring and developing high-performing teams.
  • Expertise in NIH’s Digital Strategy and experience with NIH OCIO policies and procedures.
  • Understanding of ServiceNow, NIH Login with MFA, NED integration, and other NIH-specific IT systems.
  • Successful delivery of IT projects within NIH or similar agencies, demonstrating measurable improvements in efficiency, security, and user satisfaction.
  • Experience in navigating and managing the complexities of federal government contracting, particularly within health-focused agencies.
  • Deep familiarity with NIH OCIO’s strategic objectives, IT systems, and operational environment.
  • Additional certifications such as TOGAF, CISSP, or CISM are preferred for candidates leading cybersecurity or enterprise architecture projects.
