Senior Program Finance Manager

PRB is seeking a Senior Program Finance Manager to lead PRB’s Program Finance team. Program Finance backstops PRB’s portfolio of grants and contracts to manage compliance, financial, and procurement risk. The Senior Program Finance Manager will backstop larger and more complex awards, with a focus on U.S. Government-funded cooperative agreements and contracts.

The Senior Program Finance Manager reports to the VP, Finance and supervises two Program Finance Officers, one in the Washington, DC office and one in the Nairobi, Kenya office. The Program Finance team is part of PRB’s Finance & Administration department.

This role is a good fit for an experienced operations and/or compliance manager who is well-versed in the requirements of 2 CFR 200, has a vision for balancing compliance and operational efficiency, and enjoys working as part of a small team. PRB values high performance and prioritizes work/life balance.


Specific Responsibilities

Train, mentor, and oversee the work of two Program Finance Officers.

Provide financial and compliance support and protect PRB against related risks across PRB’s portfolio of grants and contracts. This includes backstopping specific awards, like the $30M USAID-funded MOMENTUM Knowledge Accelerator (MKA) Project, but also overseeing the work of Program Finance Officers.

  • Advise and support project directors to ensure awareness of and compliance with award terms and conditions, including award deliverables and cost share. Assume primary compliance oversight for the GSA MAS contract.
  • Provide financial oversight for projects. Support project directors and activity leads with program year budgeting, expenditure tracking, and projections to ensure projects remain within budget and line-item ceilings, as applicable. Coach project directors and activity leads in relevant tools, for example PRB’s financial reports and budget tracker template.
  • Prepare accurate and timely financial reporting (invoices, baselines, pipelines, accruals, SF 425, FFRs, etc.) as well as compliance reporting (e.g., VAT reports, small business subcontracting, etc.).
  • Organize and host quarterly reviews for PRB’s program portfolio to ensure flow of information between project directors, department VPs, and the CEO.
  • Ensure staff are aware of key compliance topics and processes, for example travel and procurement. Organize regular Program Finance refresher trainings and develop other channels of communicating such information.
  • Draft or provide input into PRB policies and standard operating procedures. Update, maintain, and expand the Program Finance team’s internal knowledge base.
  • Maintain complete and audit-ready records.

Oversee procurement and subaward lifecycle:

  • Manage subawards and procurements, particularly large or complex ones. Oversee smaller subawards and procurements managed by Program Finance Officers. Ensure alignment of scopes of work, terms, and budgets; compliance with governing award terms; and adherence to process and documentation requirements.
  • Oversee and systematize subaward kick-offs, coaching, and ongoing support to enable partners to work within subaward terms and conditions. Perform and systematize subrecipient monitoring.
  • Oversee processing of payment and expense reimbursement requests received under vendor contracts and subawards.

Ensure timely closeout of contracts and subawards.

Support PRB offices abroad (currently only Nairobi, Kenya)

  • Oversee compliance with country regulations including tax filing, withholding taxes, etc. in liaison with counsel.
  • Ensure that monthly country bank account reconciliations are timely, complete, and accurate.
  • Ensure files related to country offices are audit-ready and available in PRB systems (e.g. withholding tax submissions, income tax submissions, changes of address, etc.)

Business development support

  • Lead development of cost proposals, ensuring compliance with the funding agency's pricing requirements and presentation formats. Develop budgets, budget notes, representations, and certifications. (About 3-5 per year. The business development team handles most cost proposals.)
  • Occasionally carry out detailed quality control reviews of budgets and business proposals developed by other PRB staff.

Information systems, depending on skillset and interest

  • Train staff in the use of PRB information systems, particularly Salesforce and Power BI.
  • Support administration and build out functionality of PRB’s Salesforce applications for award management, procurement, payment processing, business development, and monitoring & evaluation.
  • Develop and update Power BI reports to communicate key information from PRB systems to staff.

Qualifications

Required

  • Undergraduate degree in a related field, for example public administration, business administration, or international development.
  • 5-10 years of experience in operations, procurement, financial, and administrative management of international development grants or contracts, including for U.S. Government funders or clients. Experience developing price proposals and budgets for such awards. Strong preference for USAID experience.
  • Deep professional experience applying and interpreting U.S. government assistance regulations, especially 2 CFR 200. Knowledge of FAR and AIDAR is a plus.
  • Strong interpersonal skills to work respectfully and collegially with professionals of different levels and backgrounds (leadership, funders, partners), including across language and cultural barriers.
  • Excellent communication skills, including ability to present information in a clear, concise way to program staff.
  • Thoroughness and attention to detail. Ability to prioritize tasks and adhere to deadlines. Sound judgment and proactive problem-solving skills.
  • Intermediate Excel skills.
  • Full working proficiency in English.
  • Must be legally eligible to work in the US.
  • Ability to travel internationally.

Preferred

  • Experience working on General Services Administration (GSA) Multiple Award Schedules (MAS) or precursor contracts (MOBIS, PSS)
  • Experience with Business Central, Salesforce, Power BI, and/or workflow automation solutions.
  • Experience living, working, or conducting volunteer work in developing countries.
  • Proficiency in French.

The salary range for this position is $90,000 to $110,000 depending on the qualifications.
