Since 1972, Interfaith Works (IW) has been meeting people where they are regardless of their challenges. We provide emergency shelter, supportive housing, essential needs, and employment programs to over 35,000 Montgomery County, MD, residents each year.

Our mission is to support our neighbors by providing vital services and a pathway to greater stability. Our clients and residents are served by 190 trained and professional staff members, as well as 7,000 volunteers. We also advocate for policies and programs that enhance the stability and opportunities of our neighbors.


POSITION SUMMARY

The Interfaith Works Drop-in Center (IWDC) and IW Shelter (IWS), located at Progress Place in downtown Silver Spring, is a fast-paced drop-in program with both year-round and seasonal overflow shelter program for adults experiencing homelessness. The program serves as an entry point and provides basic needs (toiletries, showers, laundry detergent and facilities) and case management services. The IWDC also operates an Overflow Shelter Program during winter months (November to March). The Program Director oversees both the drop-in program, year-round shelter, and overflow shelter activities. The Program Director provides direct supervision to the Assistant Program Director, clinical team of Case Managers, the Program Support Manager, and acts as the liaison to the Department of Health and Human Services for any onsite issues.


ESSENTIAL DUTIES & RESPONSIBILITIES

The essential functions include, but are not limited to the following:

  • Provide a supportive work environment focused on training, coaching, and development of staff; encourage a strength-based approach to providing services; and focus on providing best practices, such as trauma informed care.
  • Supervise the Assistant Program Director to ensure Diversion Specialists are recruited, trained, and supported. Work together to ensure nighttime operations are and Diversion Specialists receive appropriate supervision.
  • Supervise the clinical team (Case Managers and Interns) meeting with them individually on a weekly basis and providing consultation on complex cases, intake procedures, assessments, referrals, and discharge. As appropriate, provide clinical supervision hours to Case Managers pursuing their clinical licensure (LCSW-C or LCPC).
  • Supervise the Program Support Manager to ensure Program Support Staff are recruited and trained. Work together to ensure schedules for Program Support Staff are completed and staff receive appropriate supervision.
  • Maintain compliance with County Contract expectations and report on outcome measures as outlined by the contract and IW. Also ensure compliance with mandatory reporting laws, incident reporting, ethical guidelines, and other compliance items as required.
  • Be on call in the evenings and on weekends in the event there are situations the Programs Support Manager and Program Support Staff need assistance addressing.
  • Read daily log notes, participate in communication by writing notes and responding. Provide clear guidance to staff through the log notes.
  • Work together with Community Engagement and Volunteer Coordinator to ensure enough donations/supplies for clients are secured. Help Coordinator build and maintain relationships with volunteers. Help recruit new volunteers.
  • Work with IW supervisor of the assigned Volunteer Coordinator to ensure donations are logged appropriately, volunteers are entered and maintained in the volunteer database, and that there is appropriate coordination for large volunteer events and regular tours. Facilitate or assist with program tours.
  • Ensure all staff attend mandatory trainings as required by the County Contract and Interfaith Works.
  • Facilitate and create an agenda for the weekly (bi-weekly) staff meetings
  • Provide performance feedback as needed and complete annual written performance evaluations or SMART goals to supervisees.
  • Utilize the Homeless Management Information System (HMIS), collect pertinent stats, and prepare monthly, quarterly, and biannual reports as required by the County, other funders, or IW. Review data entry weekly to ensure clinical team is maintaining proper documentation.
  • Review referrals to ensure compliance with eligibility requirements. Review and approve referrals for medical beds from Health Care for the Homeless to ensure individuals referred are eligible for shelter services.
  • Complete reports for IW, the County and local municipalities. Ensure Satisfaction Surveys are completed quarterly and/or manage feedback gathered through Pulse for Good kiosk.
  • Attend Community Meetings and meet with clients as needed, including when they have a grievance or are not moving forward in their housing plan.
  • Interview and select candidates for Clinical and Administrative positions including case managers and administrative coordinators. Provide onboarding and training to new members of the clinical team, and other staff and interns, as appropriate.
  • Prepare for and participate in audits conducted by Montgomery County and as required by other funding sources.
  • Develop and maintain the programs budget and other related budgets in coordination with the Director or Deputy Director of Homeless Services.
  • Approve program expenditures and monitor program budget spend down, adjusting spending as needed. Also review and approve monthly program invoices to the County.
  • Review and approve payroll biweekly and monitor staff's schedule.
  • Serve as a member of the IW Leadership Team and attend monthly Program Director meetings.
  • Participate in the biweekly Coordinated Entry System meetings regarding housing referrals and resources and join the County's Emergency Services meeting monthly.
  • Attend Intensive Teaming Meetings and other interdisciplinary meetings as needed.
  • Perform other related tasks and duties as assigned by the Director or Deputy Director of Homeless Services.

MINIMUM QUALIFICATIONS (KNOWLEDGE, SKILLS, ABILITIES)

  • A master's in social work, Counseling, or similar behavioral health field.
  • A valid Licensed Certified Social Work - Clinical (LCSW-C) or License Clinical Professional Counselor (LCPC) Maryland license preferred and a minimum of three years post-graduate experience.
  • Experience working with individuals with acute and chronic behavioral health issues and knowledge of crisis intervention techniques.
  • Knowledge and ability to effectively apply best practices in engaging those experiencing homelessness, including Trauma-Informed Care, Housing First, Harm Reduction, and Motivational Interviewing.
  • Flexibility and openness to working in a fast-paced program serving clients from diverse racial, cultural, and socio-economic backgrounds.
  • Available to work at least one evening per week.
  • Available to answer calls after hours.
  • Excellent communication skills.
  • Ability to work as a team member with compassion, respect, and professionalism.
  • Knowledge of issues related to homelessness and community resources.
