The St. Paul Public Housing Agency (PHA) has been serving the community for over 45 years. St. Paul PHA is an independent agency that owns and operates affordable rental housing for low-income families and individuals throughout the City, with subsidies from the U.S. Department of Housing and Urban Development (HUD). The PHA provides approximately 4,273 affordable rental units in hi-rise buildings, townhomes, and scattered site single family and duplex homes. The PHA administers 5,242 Housing Choice Vouchers, paying over 45 million annually in federal rent subsidies to private owners who rent units to eligible families and individuals with very low incomes.

The PHA helps families and individuals with low incomes achieve greater stability and self-reliance by providing safe, affordable, quality housing and links to community services.

The standard package includes paid vacation and sick leave; eleven paid designated holidays and two paid floating holidays; health and dental insurance coverage; and an employer pension contribution equal to 7% of employee's salary (employee contributes 5%). Class Summary: Incumbents are responsible for using the Tenant Rental Assistance Certification System (TRACS) to submit all resident certification information and monthly billing to HUD for Saint Paul PHA’s Multi-family Housing Division (MFH) properties.

Distinguishing Characteristics: The Program Coordinator is the second level of a two- level Program Coordinator series and is distinguished from the Program Assistant by its responsibility of performing high level TRACS compliancy reviews, ensuring that the Tenant Rent (TR) as well as Assistance Payment (AP) are calculated correctly. The Program Coordinator is distinguished from the Program Manager which is responsible for supervising professional level staff.

Position Summary: Incumbent is responsible for overseeing residents are qualified correctly; Tenant Rent (TR) and the Assistance Payment (AP) are calculated correctly; existing residents submit new certifications as required; residents who are no longer qualified are terminated correctly; residents who pass away or move-out are processed correctly; the unit rent and utility allowance are correct and updated; the monthly HAP (bill) is correct and that the residents and owner/agent are receiving the correct amount of subsidy.


Duties:

  1. Coordinate all activities relating to MFH TRACS for compliancy including; but not limited to, recertification of qualification to HUD PBRA Program. Review and complete tenant certifications including MAT records.
  2. Completes assigned HUD, EIV and PHA reports and special projects in an accurate and timely manner. Maintains tracking system for reports and projects.
  3. Works in cooperation with Housing Manager and Finance department to coordinate, communicate and problem solve common problems. Researches, compiles, and analyzes information
  4. Must abide by all Board approved policies, policies prohibiting discrimination and harassment, executive communications, administrative procedures, and safety procedures established by the PHA.
  5. Must travel to various PHA site and other locations that are required by the nature of the work.
  6. Performs other duties of a similar nature or level.
Requirements:

  • Physical and mental disabilities;
  • Various cultures and populations represented in public housing communities.

Required Education (position requirements at entry):

  • Education: BA degree or four years of vocational and advanced vocational education.
  • Experience: Experience: One year relevant experience at the B band level or above. Additional relevant experience can substitute for education on a year-for year basis.


Preferred Qualifications

  • Experience: Education: Graduate degree
  • Experience: Two years or more of relevant experience at the B Band level or above. Demonstrated experience working with ethnically, culturally and economically diverse populations.

  • Must have a valid Driver’s License and vehicle
