We are currently seeking highly skilled and motivated Program/Management Analysts to support the U.S. Coast Guard Liaison Office (CGLO) at Naval Air Station Pensacola, FL.

Position Overview:


The Program/Management Analyst will play a critical role in overseeing and guiding the development of Coast Guard aviators. This position involves managing the Coast Guard Aviator Production Planning (CGAPP) and ensuring the success of flight training programs. The analyst will be responsible for program analysis, database management, student control, and performance management across various training sites.

Key Responsibilities:


  • Training/Program Analysis:
    • Develop and execute liaison support for CGAPP programs, including introductory, primary, rotary, and fixed-wing flight training.
    • Identify and resolve issues in CGAPP, coordinate requirements, schedules, and recommend program improvements.
    • Lead complex program studies with significant fiscal implications.
  • Database Management:
    • Oversee flight training production using databases like the Naval Aviation Integrated Production Data Repository (NIPDR) and Tango Sierra Hotel Aviation Readiness Program (TSHARP).
    • Manage the collection and reporting of student flight and ground training progress.
  • Student Control:
    • Serve as the primary point of contact for the Student Control office at NAS Pensacola and NAS Whiting Field.
    • Coordinate student control administration, processes, and procedures, ensuring compliance with regulations.
  • Performance Management:
    • Execute performance management tasks, promoting student development and addressing conduct issues.
    • Provide independent recommendations for complex situations related to the student aviation training program.
  • Evaluation Report Management:
    • Collaborate with the Deputy CGLO on Officer Evaluation Reports (OERs) and Enlisted Evaluation Reports (EERs).
  • Directive and Documentation Management:
    • Apply relevant directives, practices, and precedents in managing CGLO responsibilities.
    • Oversee documentation related to student programs and instructor requirements.
Qualifications:


  • Bachelors degree in a relevant field with at least one year of related experience.
  • Strong analytical skills, with the ability to apply qualitative and quantitative methods to assess program effectiveness.
  • In-depth knowledge of CNATRA/NATRACOM and CGLO flight training missions and policies.
  • Proficient in Coast Guard and Navy programming, budgeting, and planning tools.
  • Excellent communication skills, with the ability to build effective relationships and present recommendations clearly.
  • Ability to work independently and make decisions with minimal supervision.
Work Environment:


  • The work is primarily sedentary, involving daily use of a computer, with occasional physical effort required for standing, walking, and bending.
  • Authorized remote/offsite work and telework settings are allowed.
Travel Requirements:


  • Occasional travel outside the primary place of performance will be required.
