Position Summary

We are in search of a proficient Program/Management Analyst. The ideal candidate will offer management assistance to the United States Coast Guard Aviation Production Planning Programs. This role is designed for individuals seeking a fulfilling opportunity to contribute meaningfully.

This is a Full-Time on-site position.

Key Responsibilities:

  • Deliver Training/Program Analyst support
  • Design, implement, and facilitate liaison support for all Coast Guard Aviation Production Planning (CGAPP) Programs, covering introductory, primary, rotary, and fixed-wing flight training
  • Provide expertise in mathematical and experimental design analysis, statistical evaluation, operations, and training research methodologies to guarantee program success
  • Identify CGAPP challenges and coordinate requirements, schedules, and program development recommendations
  • Assess resource needs and allocate resources across training locations
  • Explore opportunities to enhance administration, management processes, and mission quality through best practices
  • Analyze data to uncover trends, issues, and develop innovative assessment methods for program effectiveness
  • Oversee Performance Evaluation and Curriculum Management as the Student Control Lead
  • Ensure timely, complete, and accurate Performance Management support

Required Qualifications:

  • Bachelor's degree; advanced degree or relevant certifications (e.g., CPCM, PMP) are advantageous
  • Minimum of 2 years of experience in programmatic analysis and management analysis within a military context, particularly related to aviation; experience must include designing student production plans
  • Familiarity with CNATRA/NATRACOM and CGLO flight training missions, operations, products, services, and objectives
  • Understanding of CNATRAINST Student Naval Aviator Training and Administration Manual and associated policies, procedures, directives, and regulations
  • Capability to work independently and identify issues
  • Ability to apply qualitative and quantitative methods to evaluate the efficiency and effectiveness of flight training programs and student control processes
  • Experience in developing and assessing new or modified program objectives and operations
  • Knowledge of aviation training program management policies and principles to analyze and recommend enhancements
  • Familiarity with Coast Guard and Navy programming, budgeting, and planning tools, including CGAPP manpower requirements and TSHARP
  • Experience in acquiring and applying knowledge of CG directives and policies related to training management
  • Proficiency in using analytical, statistical, accounting, and economic principles to address program challenges and propose solutions
  • Strong communication skills in both oral and written forms to present recommendations, reports, and proposals
  • Ability to cultivate and maintain effective relationships with peers, supervisors, and senior leadership
