POSITION SUMMARY

 

The Fire Services Coordinator performs a variety of administrative,  clerical, and operational duties directly related to the daily function of the Upper St. Clair Department of Fire Protection and the Volunteer Fire Department.  Responsibilities include, but are not limited to, assisting the Fire Chief with the day-to-day operations of the organization and the coordination and administration of recruitment, onboarding, and training of the Volunteer Fire Department. 

 

Qualified candidates will have a high level of problem-solving ability and the ability to accurately assess situations. Work involves considerable initiative and independent judgement and is periodically reviewed at completion. This position interacts with a variety of volunteers to accomplish the mission and goals of the Upper St. Clair Volunteer Fire Department.  The Fire Services Coordinator must be able to drive a fire engine, ladder truck, or other large apparatus to and from fires, drills and inspections and may participate in other firefighting or rescue activities. 

 

The Fire Services Coordinator reports directly to the Fire Chief.  Work is performed during regularly scheduled hours and may involve additional hours as needed.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

 

  • Directs onboarding and evaluates academic and field performance for all new members.
  • Coordinates with the Volunteer Fire Department to ensure compliance with state and federal health and safety regulations. 
  • Assists with coordinating, scheduling, administering, and tracking all training. 
  • Communicates regularly with volunteers and staff to monitor volunteer performance and participation. 
  • Assists Volunteer staff with public outreach and community engagement. 
  • Assists the Fire Chief and the Volunteer Fire Department in securing grants and ensures compliance. 
  • Assists with public fire and life safety education events, including scheduling, attending, and conducting.  
  • Assists Volunteer staff in the coordination of fire safety public education. 
  • Completes apparatus check sheets and performs apparatus inspections and equipment checks on a daily and/or weekly basis to ensure proper function and serviceability. 
  • Participates in apparatus maintenance and cleaning details. 
  • Inspects building and alarm systems to determine compliance with the Uniform Fire Code. 
  • Drives and operates emergency safety vehicles. 
  • Ability to wear self-contained breathing apparatus. 
  • Assists Fire Chief with planning, coordinating, and supervising the activities of the Upper St. Clair Department of Fire Protection and Volunteer Fire Department in coordination with volunteer officers and members of the Volunteer Fire Department. 
  • Assists in the development of short and long-range plans; gathers data for studies, reports, and recommendations; assists  in coordinating department activities with other departments and agencies as needed.
  • Assists Fire Chief to ensure Fire Department practices and procedures are consistent with pertinent governmental regulations and industry voluntary consensus standards. 
  • Assists in the development and administering of the mentoring program for all new members. 
  • Must be able to work outside traditional working hours. 
  • Performs other related duties as assigned or required.

 

QUALIFICATIONS

 

Necessary Knowledge, Skills, and Abilities

 

  • Knowledge of computers and electronic data processing and modern office practices and procedures.
  • Ability to carry out complex tasks with accuracy critical to the success of the Upper St. Clair Department of Fire Protection and the Volunteer Fire Department.
  • Ability to communicate orally clearly and effectively and in writing in the English language.
  • Ability to plan, organize, and complete assigned tasks in a timely fashion.
  • Ability to analyze and prepare complex reports.
  • Ability to work and communicate effectively with volunteers, career staff, officials, and the general public.
  • Ability to follow all regulations, policies, work procedures, and supervisory instructions.
  • Working knowledge of the Incident Command System.
  • Working knowledge of the Uniform Fire Code.
  • Thorough knowledge of fire service hydraulics and their application to the operation of fire apparatus.
  • Knowledge of firefighting methods and modern fire prevention practices.
  • Considerable knowledge of mechanical principles governing the operation of engines, pumps priming devices, and other mechanical equipment related to firefighting apparatus.
  • Ability to maintain and operate efficiently and safely, all types of automotive firefighting apparatus, equipment, and tools.
  • Ability to maintain confidentiality where necessary.

 

Education and Experience

 

  • A minimum of 26 years of age. 
  • High School diploma or equivalent. 
  • Associates or Bachelor’s degree preferred. 
  • Minimum of eight (8) years structural firefighting experience 
  • Eighty (80) hours of structural firefighting and/or rescue training 
  • Firefighter I and Firefighter II Certification 
  • EVDT (Emergency Vehicle Drivers Training)/EVOC Certification 
  • Hazardous Materials – Operations level (refresher within one (1) year of hire) 
  • Must be a Pennsylvania State Fire Suppression Instructor. 
  • Ability to operate emergency apparatus and equipment, with knowledge of safety policies and regulations, as well as applicable federal, state, and local laws.


License Requirements


  • Valid Pennsylvania driver’s license or the ability to obtain one within 30 days.


EQUIPMENT USED

 

  • Telephone system, emergency radio, motor vehicle, personal computer with modern office software, calculator, telephone, copier, scanner, fax machine, projector, camera, microphones, electronic recording devices, and other office equipment. Various emergency rescue equipment and apparatus.

  • The employee must be able to travel to various meeting sites for seminars or continuing education courses and to attend meetings at other locations away from the office.  
  • This position may require bending, stooping, walking on uneven surfaces, or other physical requirements of emergency response personnel.

 

WORK ENVIRONMENT

  • The noise level in the work environment is moderately noisy and typical of an emergency response provider, including emergency sirens, radio alerts and vehicle backup alarms.
