Job Summary:  The primary focus of the position is to direct the daily activities of the Kent County Detention Center. This includes: supervising the staff of the Center; ensuring that the rules and regulations regarding the intake, treatment, and transportation to outside facilities of  Incarcerated Individuals (I.I.) are followed; that public safety is maintained at all times; and that all staff training requirements are met;

 

This position reports to the County Administrator. This position directly and indirectly supervises departmental staff.

 

Essential Functions

Functions listed are intended only as illustrative of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.

 

  • Maintains effective and collaborative relationships with County Commissioners, County Administrator and all departments within County government.
  • Prepares annual budgets and monitors all department spending. Prepares and presents audits.
  • Provides effective direction to assigned staff including monitoring and evaluating job performance, hiring, training, coaching and ensuring the safe custody, discipline and welfare of the I.I.’s.
  • Prepares emergency response plans and shares information with County Commissioners, County Administrator, other County departments and public safety partners.
  • Maintains ongoing communication in meetings and in writing with staff, family members, contractors and Commissioners to provide information or in response to legal concerns or complaints.
  • Ensures that staff comply with all institutional policies, rules, procedures and regulations.
  • Schedules employee work assignments.
  • Develops and disseminates work or security procedures.
  • Completes administrative paperwork or supervises the preparation or maintenance of records, forms or reports.
  • Ensures that staff interact professionally with all I.I.’s, co-workers, visitors, and the general public.
  • Performs investigations of internal matters as assigned by senior leadership.
  • Provides or delegates the responsibility of providing on-the-job training for all staff.
  • Establishes relationships with other detention centers across the state.
  • Ensures legal rights for all I.I.’s are in compliance with Federal guidelines for PREA, state and local regulations.
  • Ensures that issues or conflicts between/among I.’s are addressed and resolved in a timely manner.
  • Ensures proper response(s) to all emergent situations. Notifies senior leadership accordingly.
  • Maintains a healthy environment with appropriate attention to I. I.’s medical needs, including disease prevention and administration of prescribed medications.
  • Supervises or performs searches of I.I.’s or their quarters to locate any contraband items.
  • Ensures that proper measures are taken to restrain, secure, or control I.I.’s.
  • Ensures that I.I. counts are taken and verified.
  • Reviews I.I.’s information to identify and address any issues that require special attention. 
  • Performs other duties as required.

 Required Knowledge, Skills, and Abilities

The employee is expected to perform  the following:

 

  • Communications Skills: Ability to build and maintain effective relationships with correctional officers and other staff, county and state officials, other law enforcement officers, inmates and their legal counsel/family/friends. Ability to write clearly and informatively; ability to effectively present information and respond to questions from staff, government officials and the public.

  • Technical Skills: Effectively utilizes security, fingerprint scanners and communication equipment. Ability to deal with persons displaying asocial and antisocial behavior; to write and complete concise reports; to deal with situations requiring tact, diplomacy, understanding, fairness, firmness, and good judgment; to accurately interpret and properly enforce institutional rules and regulations; to remember names; and to learn rapidly so as to minimize the need for constant supervision. Must be thoroughly familiar with Circuit and District Court protocol, case scheduling and maintaining an advance transportation schedule.
  • Computer Related Skills: Ability to work with the internet for basic research; Microsoft Office skills and use of law enforcement or criminal justice databases.
  • Additional Requirements, must:
    • Be at least 18 years of age,
    • Be able to pass a criminal background check, urinalysis test, and psychological examination,
    • Be able to safely operate agency vehicles including transporting I.I.’s.

 

 

Education and Experience:

  1. High school diploma required.
  2. Four years’ experience in correctional work, one year of which must have been in a supervisory position.
  3. Or equivalent technical training, education or experience.
  4. Completion of the correctional minimum standards course.
  5. Completion of the Correctional Supervisor’s course.
  6. Must complete mid-level management training within 12 months of appointment and successfully complete an instructors training program through M.P.C.T.C.
  7. Valid Maryland driver’s license and an acceptable motor vehicle record.
  8. Corrections Certification required.
  9. Firearms Qualification (Annual) required.
  10. CPR/AED /First Aid Certification required.
  11. Non-Lethal Force Certification preferred.

 

Physical and Environmental Conditions:

  • Work is conducted in a variety of settings which can include potential interactions with violent, mentally or physically ill inmates. Routinely requires lifting of moderately heavy items and/or long periods of walking or standing. Work requires special safety precautions, e.g. working around firearms, soiled materials, airborne or blood borne pathogens, chemical substances and adverse weather conditions.  Protective gear may be needed.

 

  • Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices or meeting rooms, e.g. use of safe work place practices with office equipment, and/or avoidance of trips and falls and observance of fire regulations.
