General Purpose:
Performs a variety of entry level, technical duties as needed to assure compliance with established local, state and federal engineering construction standards; inspects and monitors work in progress related to public and private development and capital improvement projects. Inspects development and public works projects for SWPPP compliance, maintains citywide stormwater compliance, reviews SWPPP submittals and post-construction stormwater maintenance plan. Routinely inspects long-term, post-construction stormwater maintenance with property owners and contractors for compliance with EPA, DEQ and City regulations.
Supervision Received:Works under the general supervision of the New Development Manager.

Essential Functions:Conducts routine and complex inspections monitoring public infrastructure and construction practices for a variety of public works projects related to general improvements to public right-of-ways and private developments such as earthwork, signage, surfacing, surface restoration, water, and sewer lines, and connections, manholes, storm drain structures, curb, gutter, sidewalks, driveways, parking lots, waterways, etc.
Participates in pre-construction meetings with engineers, developers, contractors, and various utility representatives as it pertains to the civil construction plans and standards.
Approves continuance of work progress or issues "stop work" notices, in consultation with supervisor, based upon compliance to standards and project specifications.
Performs final walk-through inspections with developers and contractors, completes "punch list" as needed to determine completion status of the project, reviews required documentation for completeness and compliance.
Maintains all required records and documentation of the project, including daily inspection logs, testing results, pictures, as-builts, etc.
Discusses construction problems with contractor or personnel; evaluates the scope of the problem and determines alternative course(s) of action; exercises professional judgment where errors could produce costly consequences.
Monitors work performed in public right-of-ways by private contractors and utility companies to assure pedestrian and vehicle safety; ensures quality standards are achieved.
Assures the proper testing of locally manufactured materials; assures compliance with established specifications; monitors uniform testing procedures in basic materials such as earthwork, aggregate production, asphalt, and concrete; initiates changes in procedures as needed.
Compiles statistical information; checks computations, structures layouts, and grades, disseminates and prepares incoming and outgoing correspondence; assures consistency between plans, specifications and actual construction; prepares reports, maintains daily work log and diary; maintains bond records and processes special documents affecting bond releases, calculates bond development amounts, etc.
Conducts risk management inspections of public facilities to ensure compliance with established risk reduction and liability criteria.
Works closely and coordinates with the City's Stormwater Coordinator, engineers and/or representatives and public utility companies in the review of City and development related projects in regards to SWPPP compliance as well as continued SWPPP compliance with the approved plans.
Keeps records and documentation of project SWPPP inspections. This includes post-construction documentation that will be tracked and referenced for post-construction SWPPP and LID compliance, including compliance with the City's MS4 permit.
Inspects development and public works projects including, but not limited to, city wide SWPPP compliance with approved plans and specifications as well as conformance with existing applicable City municipal codes, EPA and DEQ regulations and safety regulations. Communicates with the authorized project representative any deficiencies that are determined during inspections and follows through with the contractor to verify that deficiencies are addressed.
Assists and advises the general public in matters relating to stormwater compliance.
Assists in the development of post-construction stormwater management plans.
Assists with the dry weather screening of outfalls and the inspection of long-term stormwater features with follow-up inspections as needed.
Monitors and inspects existing SWPPP city wide for compliance as well as monitors City facilities for compliance.
Investigates complaints, illicit discharges, hazardous spills, etc. and makes recommendations to the appropriate City staff for resolution of problems as they occur.
Reviews the construction site, project plans, and specifications prior to project construction for familiarity as it pertains to stormwater and LID standards.
Participates in the pre-grading conference with engineers, developers, contractors, and various utility representatives to discuss SWPPP compliance requirements, and inspection procedures.
Provides detailed and timely inspections of the materials, quality, and methods used by contractors, and tradesmen for stormwater compliance in regards to the approved plans, applicable City municipal codes, City's MS4 PErmit, EPA and DEQ regulations.
Provides necessary information to the authorized project representative (project manager, project superintendent, etc.) regarding methods which assure compliance with SWPPP procedures, safety, etc.
Performs related duties as required.
Minimum Qualifications:- Education and Experience:
- Graduation from high school, plus, Two (2) years of specialized training in engineering methods and practices related to testing, compliance and SWPPP compliance; provided through technical college, professional workshops or university studies.
AND
- Two (2) years of responsible experience performing above or related duties;
OR - An equivalent combination of education and experience.
2. Knowledge, Skills, and Abilities:
Working knowledge of civil engineering testing methods, principles practices, and procedures; sampling and testing applications and procedures; construction methods and materials common to public works projects; engineering standards and codes; technical and practical design of public works systems; principles and practices and procedures related to SWPPP; technical and practical design of SWPPP concepts; interpersonal communication skills; the use of a variety of technical engineering equipment and drafting tools; political, legal and governmental processes affecting various engineering programs and project management.
Working skills in the art of diplomacy and cooperative problem-solving. Skill in the use of compaction testing equipment, electronic locators, concrete testers, etc. Skill in the ability to interpret and understand MS4 permit requirements and Stormwater Pollution Prevention Plans.
Ability to communicate effectively verbally and in writing; read and interpret plans and specifications; visualize completed projects in planning stages and estimate the end results; estimate quantity of materials accurately; perform advanced mathematical calculations; develop and maintain effective working relationships with elected officials, federal agencies, state agencies, local governments, subordinates, and the public.
3. Special Qualifications:
Must possess a valid Utah driver's license.
Certification as a Public Works Inspector is preferred.
Must either possess or within One (1) year of employment, obtain a Water System Operator Grade 2 and Wastewater Operator Grade 2 certifications.
System or Wastewater Operator Level II Certified preferred.
Must either possess or within Six (6) months of employment obtain Registered Stormwater Inspector Certification.
4. Work Environment:
Tasks require a variety of physical activities not generally involving muscular strain. Frequent physical activity related to walking, standing, stooping, sitting, reaching, and moderate lifting. Essential functions require talking, hearing, and seeing. Mental application utilizes memory for details, emotional stability, and discriminating thinking. Frequent travel is required in the course of performing portions of job functions.
