Duties
As the Deputy Assistant Inspector General for Management & Administration, you will:
- Implement planning and execution of priorities to ensure goals and objectives are achieved effectively and efficiently so that customer expectations are met.
- Oversee the delivery of Human Resources services that includes staffing, classification, benefits, personnel action processing and record keeping, DEIA, and time and attendance.
- Oversee the Training Division in developing and managing the delivery of training programs for new employees and supervisors.
- Direct and oversee the formulation of OIG budget proposals, development of budget execution plans, execution of the budget by allocating funds to operating units and tracking expenditures against budget plans.
- Prepare and present testimony at congressional hearings and in judicial and administrative proceedings regarding OIG programs and operations, including but not limited to OIG reports of audit, healthcare inspections, reviews, or investigations, or on the OIG budget, planned work, and funding initiatives.
- Direct and oversee administrative services including contracting and purchasing, space management, records management, supplies and equipment, minor construction, travel, relocation, and purchase cards.
- Oversees the OIG Hotline operations which receives over 35,000 calls or web contacts annually.
- Direct the review, update, or development of policies and directives on management and administration areas of responsibilities.

Conditions of Employment
Current career Senior Executives Services (SES), Qualifications Review Board (QRB) certified graduates of SES candidate development programs, and individuals with SES reinstatement eligibility are not required to address the Executive Core Qualifications (ECQs). They are required to address the Technical Qualifications (TQs). All other applicants are required to address both the ECQs and the TQs.
The experience may have been gained in either the public, private sector or volunteer service.

Qualifications
Mandatory Qualifications Requirements:
Applicants must demonstrate that they meet the Basic Requirements in their resume; and must address the Executive Core Qualifications (ECQs) and each Technical Qualifications (TQs) in separate statements.
A. Basic Requirement:
As a basic requirement for entry into the SES, applicants must provide evidence in their resume of progressively responsible executive level leadership and supervisory experience that is indicative of senior executive level management capability. Typically, experience of this nature will have been gained at or above the GS-14 or 15 grade levels in the federal service or its equivalent in the private sector.
B. Technical Qualifications:
All applicants must address each TQ separately, not exceeding two pages per TQ. You are required to respond to all TQs. If you fail to do so, you will be rated as 'ineligible.'
TQ 1: Demonstrated knowledge and experience managing executive or corporate level administrative support activities, including procurement, space management, and human resources for a nationwide organization.
TQ 2: Demonstrated experience in assessing individual capabilities and development needs, assigning work, establishing performance standards and elements, conducting performance appraisals for subordinates, and ensuring that EEO and government-wide program requirements are incorporated in all human resource management operations.
TQ 3: Demonstrated knowledge and experience directing the formulation and execution of a multi-million-dollar annual executive or corporate budget for a nationwide organization.
DO NOT COMBINE THE TQ AND ECQ STATEMENTS. Failure to meet basic qualification requirements and address all TQs will result in your application being disqualified.
C. Executive Core Qualifications:
Applicants must address each ECQ separately, not exceeding two pages per ECQ. (Note: ECQ statements are not required if you are a current member of the Career SES, a former Career SES member with reinstatement eligibility or an OPM/QRB certified candidate.)

BUILDING COALITIONS - Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
You are encouraged to address each ECQ separately and demonstrate the underlying competencies in the narrative. You should use action-oriented leadership words to describe your experience and accomplishments and quantify your experience whenever possible to demonstrate your accomplishments (e.g., number of employees supervised; size of budget managed, amount of money saved, etc.)

CHALLENGE: Describe a specific problem or goal.
CONTEXT: Describe individuals and groups you worked with, and/or the environment in which you worked, to address a particular challenge (e.g., clients, members of Congress, shrinking budget, low morale).
ACTION: Describe the specific actions you took to address the challenge.
RESULT: Describe specific examples of measures/outcomes that had impact on the organization. These accomplishments demonstrate the quality and effectiveness of your leadership.
Should you choose to response to the ECQs using the narrative response, the narrative should not exceed 10 pages, be typed in 12-point font with one-inch margins. It is recommended that you include 2 recent (not older than 10 years) examples per ECQ. Before uploading into the system, ensure these guidelines are met. Documents that exceed these guidelines will not be reviewed.

Citizenship: The selected applicant must be a US Citizen or US National. Proof of citizenship will be required prior to selection.

Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the SES must have their executive core qualifications approved by the Office of Personnel Management Qualifications Review Board and will be required to serve a 1-year probationary period.
Mobility: Individuals selected for SES positions may be subject to reassignment across geographic, organizational, and functional lines.
Background Investigation: This position is designated as Critical Sensitive and requires a background investigation and favorable adjudication for Top Secret clearance.
Financial Disclosure: Senior Executives are required to comply with the Ethics in Government Act, as amended, which requires the submission of a public financial disclosure statement, OGC-278, upon assuming an SES position, annually, and upon separation from employment.

Provide one or two examples of relevant experience per ECQ. For each example, describe your level of responsibility, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken, and the results of your actions.

3. Technical Qualifications (TQs): You must submit your TQ narrative statements Limit your responses to no more than two pages for each TQ. Combine all responses into one PDF document.
4. Recent Performance Appraisal: Current Federal employees must upload a copy of their most recent performance appraisal.

A.) As someone that currently holds or has held a position in the federal civil service the federal civil service is defined as positions in the executive, judicial, and legislative branches; it does not include positions in the uniformed services. You must submit:
