GENERAL DESCRIPTION OF DUTIES

Provides administration and management oversight for the ENP: Elderly Nutrition Home Delivered Meal Program, the Third Party Home Delivered Meal Program, the Congregate Meal Sites Program and Summer Food Service Program.

SPECIFIC DUTIES AND RESPONSIBILITIES

ESSENTIAL JOB FUNCTIONS

  • In depth knowledge of the OAA of 1963, Title III, Department of Aging and funder (NCAAA)
  • Responsible for the management of the Driver staff at all sites including hiring, performance evaluation and disciplinary actions.
    1. Checks in driver(s) to determine if all are present
    2. Supervises drivers
    3. Calls per-diem drivers to cover routes in the case of absenteeism
    4. Reviews changes to daily routes with drivers
    5. Inspects vehicles upon return to record damage, issues, vehicle maintenance and operation
    6. Communicates with Fleet Manager to schedule vehicle repair and maintenance
    7. Serves as a back-up driver when needed
    8. Develops system to ensure that trucks are loaded with CORRECT items before departure; minimizes amount and frequency of missed or forgotten food items
    9. Checks daily meal counts, both congregate and home delivered for accuracy.
  • Responsible for the management of the Congregate staff at all sites, including hiring, training, performance evaluation and disciplinary action
  • Responsible for the Home Delivered meal staff , administrative support, and volunteers at all sites including hiring, performance evaluation and disciplinary action
  • Trains Home Delivery Coordinators and coordinates delivery schedules
  • Oversees the administrative program operations of the ENP to ensure compliance with all regulations, codes, and funding source requirements.
  • Supervises all staff in the program under his/her jurisdiction
  • Ensure that all required monthly funder and accounting reports are done correctly and in a timely manner.
  • Utilizes technology to streamline processes and simplify administrative work; examples of this include but are not limited to: ServTracker, Mobile Meals, automated paper ordering process and automated rosters for the congregate program
  • Continuously grow all programs to increase client participation through outreach, networking, recruitment, and providing direct support to staff
  • Review yearly budgets with director for all programs, understand goals and direct staff throughout the year to achieve budgeted goals
  • Maintain and develop in a collaborative manner appropriate office systems and other necessary supervisory and operational systems for the programs.
  • Monitor all ENP & SFSP requirements, operational memos, and other funder guidance, contracts, subcontracts for compliance.
  • Prepares monthly claim documentation for all ENP & SFSP billed programs per funders guidelines and timelines.
  • Completes projects to continuously improve on current processes to increase efficiency
  • Innovative-works to implement new ideas that will improve department funding and/or policies and procedures
  • Ensure the implementation of all appropriate policies and procedures.
  • Oversee and develop volunteer involvement in the HD Meal Program, summer lunch program and Congregate Lunch site program
  • Work closely with other Agency’s Departments (Planning, finance, Human Resources, etc.) to ensure compliance with the program requirements.

ADDITIONAL JOB FUNCTIONS

  • Oversee annual trainings for Congregate sites Café Coordinators and Summer Food Service Program
  • Participate in community outreach of services for the Summer Food Service Program and ENP Congregate sites to increase participation.
  • Collaborate with fleet manager to maintain Agency’s vehicle assets in best working order

MINIMUM TRAINING AND EXPERIENCE

Education: Associates Degree required; master’s degree preferred

Minimum Years of Experience: 5 years’ experience in related field required

Active Certification in good standing in: Must have a valid Driver’s license

Demonstrate skills in: Must be very detail oriented with excellent organizational and data management skills. Must have excellent written and verbal skills. Must be proficient in Excel

Knowledge: Working with the elderly population Knowledge of developing & managing efficient office systems.

Bilingual: Preferred – Language Spanish

Driving Required: Yes Agency Vehicle: No Employee’s Own Vehicle: Yes

Active Driver License in good standing required upon hire and throughout employment
