About the Position

Dexis is recruiting for multiple experienced Evaluation Specialist Consultants to support an independent evaluation of the Department of State's Global Engagement Center's Ukraine Supplemental programming. The purpose of this evaluation is to determine the extent to which support to Ukraine has been effective in strengthening information resiliency and countering Russian disinformation in the context of Russia's war in Ukraine. The findings will provide critical information to assist the Department of State, the Office of Management and Budget (OMB), the U.S. Congress, and others in formulating the best evidence-based decisions regarding future program planning and design, budget, and policy issues.

These positions are contingent upon contract award.

Responsibilities
  • Research and analyze program data to identify program trends
  • Identify mechanisms to collect program data
  • Support the Team Lead in the development of an evaluation plan, approach, and methods
  • Contribute substantively to literature reviews/desk studies, data collection and analysis, briefings, and other technical evaluation and analytical tasks
  • Provide additional technical support and input as needed
Qualifications
  • Bachelor's degree and eight years of relevant monitoring and evaluation experience or a Master's degree and five years of relevant experience or a PhD and four years of relevant experience.
  • Experience working with international exchange program evaluations and evaluating strategic messaging campaigns, ability to analyze quantitative data, and strong qualitative (with a preference for experience with virtual data collection) analytical capabilities
  • Experience with topic-specific assessments including but not limited to Social Network Analysis, Target Audience Analysis, Sentiment Analysis, Polling/Focus Grouping/ and A/B Testing, and media data collection
  • Familiarity with popular video games, gaming distribution, and technology engagement
  • Experience collecting and analyzing qualitative and quantitative data
  • Good interpersonal and supervisory skills and ability to work with many disparate stakeholders with competing interests
  • Ability to multi-task, respond to quick turn-around requests, and prioritize tasks.
  • Proficiency in Microsoft Office Programs (Excel, Word, PowerPoint, SharePoint)
  • Strong written and oral communication skills
  • Ukrainian, Belarusian, Russian, French and/or Spanish language skills
Preferred Qualifications
  • Prior experience working in similar fields such as marketing, messaging, intelligence, and other audience-based testing fields
  • Active Secret or Top Secret Security Clearance
