Evaluation and Monitoring Specialist

Position Overview:
This is a non-permanent role with no competitive or excepted service status acquired through this position.
Duration: Initial appointment for one year with the possibility of extension.
Essential Qualifications:
U.S. Citizenship is mandatory.
Must be capable of obtaining and maintaining a Secret security clearance.

Position based in Washington, DC.
Applicants must be willing to relocate or reside within a 50-mile radius of Washington, D.C.
Selection Process:

Compensation:
GS-14 Equivalent ($139,395 - $181,216).
Salary negotiations will consider:
- Starting salary at Step 1 of the assigned grade range.
- Experience relevant to the solicitation requirements.
- Salary level determined by the extent of experience.

Position Summary:
The incumbent will serve as the primary manager for the Monitoring & Evaluation (M&E) unit, overseeing a team of professionals including data analysts and compliance specialists.
Key Responsibilities:
1. Management of Analytical Support (40%):
Responsible for reviewing risks and issues related to analytics support functions, ensuring they are managed effectively. Develops and implements guidance for analytics, applying data-driven insights to inform operational decisions.
2. Oversight of Monitoring & Evaluation Efforts (30%):
Ensures systems and metrics align with the Department of State's strategic planning framework. Leads activities to design and manage programs for effective results, including performance monitoring and evaluation.
3. Supervision of Staff (25%):
Manages day-to-day operations of the M&E unit, evaluates staff performance, and addresses administrative issues. Plans and assigns work based on priorities and employee capabilities.
4. Additional Duties (5%):
Performs other related responsibilities as assigned.
Required Skills and Knowledge:
Strong managerial skills to coordinate activities and direct staff. Proficient in qualitative and quantitative methods for program assessment. Excellent interpersonal and communication skills to engage with diverse stakeholders. Knowledge of project management and monitoring and evaluation standards is essential.
Other Requirements:
The contractor must be a U.S. citizen and possess a Secret security clearance prior to starting the role.
All deliverables produced will remain the property of the Department of State.
