Position Overview:
This is a non-status, non-permanent role. The incumbent will not acquire competitive or excepted service status from this position.
Duration: 1 year with potential for renewal.

Essential Qualifications:
U.S. Citizenship is mandatory.
Must be capable of obtaining and maintaining a Secret security clearance.
Incumbent will be subject to random drug testing.

Location:
Position is based in Washington, DC.
Applicants must be prepared to relocate or reside within a 50-mile radius of Washington, D.C.

Selection Process:

Compensation:
GS-14 Equivalent ($139,395 - $181,216).
Compensation will be negotiated based on:
  • Entry-level salary at Step 1 of the assigned grade range.
  • Experience relevant to the solicitation requirements.
  • Level and extent of experience influencing the salary level within the grade range.

Role Summary:
The incumbent will serve as the first line manager for the Monitoring & Evaluation (M&E) unit, overseeing a team of professionals including data analysts and compliance specialists. The primary responsibility is to ensure that all M&E functions are effectively coordinated, aligning with available resources, schedules, and budgets while utilizing optimal data and strategies.

Key Responsibilities:
  • Management of Analytical Support (40%): Oversee analytics support functions, ensuring risks and issues are managed effectively. Develop and implement guidance for analytics, utilizing operational modeling and forecasts to inform decision-making.
  • Monitoring & Evaluation Management (30%): Establish systems and metrics in alignment with the Department's strategic planning framework. Lead the design and implementation of performance monitoring and evaluation activities.
  • Supervision (25%): Direct the daily operations of the M&E unit, evaluate staff performance, and address administrative issues. Assign tasks based on priorities and employee capabilities.
  • Additional Duties (5%): Perform other related responsibilities as assigned.

Required Skills and Knowledge:
Strong managerial skills to effectively coordinate activities and direct staff. Expertise in qualitative and quantitative methods for developing measurable indicators. Excellent interpersonal and communication skills to engage with diverse stakeholders. Knowledge of project management principles and monitoring and evaluation standards.

Other Requirements:
The contractor must be a U.S. citizen and must obtain a Secret security clearance prior to commencing duties. The Department of State will provide necessary resources and equipment for the role.
