Our Organization

The Community Economic Defense Project (CEDP) is a Colorado-based nonprofit. Launched in 2020 as the COVID-19 Eviction Defense Project, our organization was formed to keep our neighbors housed during the pandemic. Working with clients, we built  a “one-stop-shop”  approach to eviction, foreclosure, and homelessness prevention that centers the legal and financial needs of housing-insecure families and uses a variety of tools to keep them housed. 


Our team now serves more than 1,000 people per month, bringing together housing lawyers, economists, data analysts, policy-experts, organizers, and technologists to serve our clients. In the previous two years, we have distributed more than $100 million in aid and served more than 40,000 Coloradans. We have also contributed to the passage of major legislation to prevent eviction, stop economic abuse, and make credit and life-saving medication cheaper.  CEDP’s model has been cited as a best practice by White House, HUD, the Urban Institute, and in the media.


Building on our work to stop evictions, CEDP has further expanded its integrated services model to include disaster response, predatory towing, debt collection, benefit access & navigation, long-term rental assistance, and homelessness response. Similar to CEDP’s work on rental housing, these efforts offer a continuum of care that includes navigation and advisory services, targeted payments, legal support, and the ability to participate in advocacy. 


More about the Role: 

The role of the Superior of Housing Assistance involves the comprehensive management and oversight of various housing subsidy programs, ensuring compliance with HUD regulations and maximizing the use of available housing resources. This position also emphasizes the development and maintenance of training materials for staff, while fostering an inclusive environment that adheres to harm reduction and trauma-informed practices. Additionally, the supervisor collaborates with multiple stakeholders to resolve conflicts and promote housing stability, all while utilizing various databases and participating in continuous process improvement efforts.


In this role you will:

  • Supervise a team of Housing Coordinators responsible for researching, monitoring, and properly interpreting HUD rules and regulations for various housing programs. These programs may include Housing Choice Voucher, State Housing Voucher, Emergency Housing Voucher and others.
  • Manages all aspects of housing subsidy programs at CEDP, ensuring that housing resources are used to their full capacity. 
  • Implements housing assistance policies and procedures across CEDP and ensures that housing programs comply with all applicable federal, state and local regulations.
  • Develops/maintains training and manuals for Housing Coordinators
  • Ensures housing programs do not discriminate against any federal/state/local- protected group, operate utilizing harm reduction, anti-oppressive, trauma informed methodologies and other best practice models.
  • Supports team to conduct housing orientations, Housing Quality Standards inspections, lease-ups, tenant conferences, annual re-certifications, interim re-certifications and calculates repayment agreements for housing programs, in a timely manner, maintaining a caseload of 100 - 150 households.
  • Identifies and collaboratively resolves escalated conflicts with and between landlords, program participants, case managers.
  • Collaborates with case managers, other CEDP staff, and outside agencies as necessary, to ensure housing stability for the household.
  • Demonstrates competency in and maintains housing databases. This may include data entry into multiple systems; HMIS, HubSpot, Microsoft Office, Google Suite, Elite, ShareFile and others.
  • Participates in CEDP’s ongoing efforts to improve upon existing processes by maintaining openness and curiosity about processes, systems and technologies

Supervisor of Housing Assistance Requirements:

  • At least one year of experience in a supervisory/management role of a housing program, required.
  • Ability to navigate a fast paced environment and able to make sound critical thinking and decision-making skills.
  • Ability to read and interpret complex federal rules, regulations and understand impact to agency policies and procedures.
  • Thorough and attentive to details; able to prioritize and multitask; proactive and detail-oriented. Ability to maintain organization in a changing environment.
  • Consistently superb customer service skills; excellent interpersonal/assertive communications skills demonstrating a high degree of emotional intelligence.
  • Knowledge of homeless issues and demonstrated sensitivity to and a desire to work with underserved populations.
  • Baseline knowledge of how trauma and structural racism and oppression have impacted the lives of homeless community members interfacing with CEDP.
  • Ability to lead and manage a diverse team while fostering an inclusive and equitable work environment that supports all employees’ growth and engagement.
  • Sound critical thinking and decision-making skills to ensure HUD regulations are being followed while also being sensitive to the needs of participant households and their landlords.
  • Consistently superb customer service skills that would include effective interpersonal communication and active listening skills that demonstrates a high degree of emotional intelligence.
  • Reliable transportation required.


Additional Details: 

  • The position includes competitive pay, flexible time off, benefits package (including medical, dental, vision), and 401k. 
  • A competitive salary starting at $73,000/year, along CEDP’s salary scale.
