The KALMAN PROPERTY MANAGER reports to the KALMAN EXECUTIVE ADVISOR and The PROPERTY MANAGER’S main function is to act as KALMAN’s representative in matters pertaining to property management (KALMAN owned, leased, occupied, or government furnished).

The GOVERNMENT PROPERTY MANAGER has full responsibility for planning and executing KALMAN’s total property management program. This includes developing, preparing, interpreting, administering, and evaluating contracts, leases, programs, methods, techniques, and practices relating to control of KALMAN owned, leased, occupied, and Government Property in possession of KALMAN and assigned Subcontractors.

  1. KALMAN OWNED/LEASED/OCCUPIED FACILITIES—Primary responsibilities include managing the facilities, real estate analysis, leases, non-IT assets, vehicles/equipment, budget costs, furniture/fixtures, and support services of company-wide office spaces. This includes coordinating with KALMAN Executives, Corporate Departments, Operation/Program Managers, and applicable employees to meet the infrastructure needs of the company.
  2. GOVERNMENT PROPERTY MANAGEMENT—Primary responsibilities include the management for a range of Government Property administration functions over an assigned contract or group of contracts involving Government Furnished Property (GFP), Government Furnished Equipment (GFE), Government Furnished Information (GFI), and Contractor Acquired Property (CAP) on behalf of the Government.


The primary responsibility of the PROPERTY MANAGER is to is to ensure written policies and procedures are in place and monitored to adequately protect and account for managed items.
GENERAL DUTIES

  1. 1. Policies & Procedures: Ensure all corporate facilities related policies, procedures, and standards support the infrastructure goals of the company.
  2. 2. Records Management: Develop a SharePoint File Property Management Site that is organized, has correct permissions, and is updated accordingly for department policies, procedures, forms, and artifacts for property related activities.
  3. 3. Quality: Establish and implement Quality Assurance Plans for individual Site-Office Reviews, KALMAN owned/leased Asset Audits, and Facility documentation audits, e.g., charge code accuracy, shipping reports, etc.
  4. Property Administrator: Perform property management work involving managing and coordinating property operations, maintenance, and administrative functions.
  5. Property Agreements: Negotiates and obtain, as needed, appropriate leases, permits, contracts, and other property agreements.
  6. Property Inspections: Inspects properties to ensure that they are safe and to determine the need for maintenance or repairs.
  7. Records Management: Maintains records of property agreements, general maintenance, major repairs, remodeling etc.
  8. Training: Coordinate and train assigned individual Site Managers of their office-support functions, budgets, and processes, to ensure compliance with corporate standards; ensuring all applicable Facilities-related corporate training requirements are met.

RESPONSIBILITIES AND DUTIES

  • Research: Research, cost compare and recommend, as appropriate, real estate and equipment leases.
  • Lease Management: Maintain records of all facility and equipment leases; maintaining a tickler file for renewals.
  • Invoice Review: For KALMAN owned and leased facilities, review for approval, all monthly invoices for utilities, reproduction, shipping, supplies, and lease costs.
  • Relocation: Plan, budget, organize and schedule all office, employee, or assets moves, with costs and approvals.
  • Insurance: Coordinate and track Insurance Coverage for property, equipment, vehicles, and drivers.
  • Risk Management: Ensure Risk Management criteria are instituted in all Facilities analysis and decision making, by including options and risks for the KALMAN Executives to weigh in recommendations.

Budgeting and Assets

  1. Metrics: Report metrics for facilities costs on actuals versus budget estimates on a monthly & quarterly basis and present to the KALMAN Executives.
  2. Business Development: Research real estate recommendations, pricing, and provide strategy for Facilities on New Business proposals.
  3. Assets Management: Accurately and efficiently manage, track, reconcile, and dispose of all deployed Non-IT Assets, warranties, and insurance coverage.

Continuity of Operations (COOP)

  • Policy: Establish and implement a COOP Policy and COOP Plan, based on activation of plan, relocation, Missions Essential Functions, and systematic return, per office or program, including corporate functions.
  • COOP Test: Establish Test, Training, and Evaluation processes for employees to prepare for in Emergency Disaster Events
  • Emergency Response: Coordinate and be available 24/7 for emergency notifications with the KALMAN Executives and Site Managers for all facilities in case of emergency.

GOVERNMENT PROPERTY MANAGEMENT RESPONSIBILITIES AND DUTIES

  1. Property Administrator: The PROPERTY MANAGER shall serve as KALMAN’s Company-wide Government Property Administrator.
  2. Knowledge. The PROPERTY MANAGER shall obtain sufficient knowledge of the various contract operations to understand the role and functions of each contract and the relationship in total Government Property Control Systems required for each individual contract; each type of property and property management systems requires distinctly different methods for management and control.
  3. Oversight. The PROPERTY MANAGER shall oversee the management of KALMAN’s government-owned property control plan and system, including acquisition, tracking, and disposition.
  4. Processes & Procedures. The PROPERTY MANAGER shall develop and maintain Government Property Management processes and procedures (as tailored for each contract).
  5. Compliance. The PROPERTY MANAGER shall ensure compliance with all Government Property regulations and requirements.
  6. Surveillance. The PROPERTY MANAGER shall provide surveillance of individual contracts to prevent, to the extent possible, any loss, damage, or destruction of Government property.
  7. Reporting. The PROPERTY MANAGER shall inform the VP for Contract and Corporate Governance and the VP for Logistics of any known or reported incidence of loss, damage or destruction identified during any performance period of the individual contracts.
  8. Records. The PROPERTY MANAGER shall review records and the results of individual contract actions to identify any and all incidence where the contract failed to report property no longer required for performance for periods longer than called for in their standards and practices.
  9. Policy and Procedures. The PROPERTY MANAGER shall be responsible for establishing and adjusting policy and procedure for the company relative to the treatment of Government Property. The PROPERTY MANAGER shall approve operating procedures to support KALMAN’s Property Control Plan.
  10. Liaison. The PROPERTY MANAGER shall interface with external Government Property Administration organizations, on matters involving the company as a whole or are of interest to the company.
  11. Audits. The PROPERTY MANAGER shall serve as focal point in the event of any Government-conducted audit of this Property Control Plan.
  12. Communication. Determine the kinds of information required to be furnished to the individual Program Managers, Inventory Managers and Project Managers in order to permit the efficient and effective exercise of responsibility and to facilitate the preparation of reports periodically required to be furnished to the Government.
  13. DoD IUID Registry. On behalf of the company, the PROPERTY MANAGER shall ensure the required reporting of DoD property in the possession of contractors through use of the DoD IUID Registry.
  14. Location Audits/Physical Inventories. The PROPERTY MANAGER shall conduct, or cause to be conducted, annual Location Audits and Physical Inventories of Government Property, as required for each individual contract (as applicable).
  15. Reviews. The PROPERTY MANAGER shall conduct, or cause to be conducted, necessary reviews on individual contracts (as applicable) to ensure that the requirements of KALMAN Property Control Plan are being responsibly fulfilled.
  16. Discrepancies. The PROPERTY MANAGER shall resolve, or cause to be resolved, discrepancies, if any, discovered during location audits, physical inventories, or other contractual events.
  17. Loss, Damage or Destruction. The PROPERTY MANAGER shall review and conduct causal analysis on any report of loss, damage, or destruction of Government Property prior to its execution and release.

Minimum Requirements

  • US Citizenship is required.
  • An Active Secret Security Clearance is required.
  • At least 8 years of experience conducting annual Location Audits and Physical Inventories of Government Property
  • Willingness to travel as needed to CONUS program sites.
  • Prior experience with Government-conducted audit of a Property Control Plan
  • Previous experience establishing and adjusting company policy and procedures relative to the treatment of Government Property
