Lao Family Community Development, Inc. (LFCD) is a community development non-profit agency established in the City of Richmond in Contra Costa County in 1980. Today Lao Family has expanded its operations and service footprint to two additional counties including Alameda and Sacramento. LFCD’s headquarters office is in Oakland, CA. It delivers programs and services from 7 locations in 35 languages. The agency provides community development real estate facilities and a diverse array of workforce, education, and human services that directly support predominantly low-income US-born high-barrier families and individuals, refugees, immigrants, transitional-age youth, seniors, and other special populations such as individuals with disabilities.

Job Summary

LFCD is seeking a qualified candidate to serve participants to gain subsidized and unsubsidized job placements. This position is responsible for interfacing with local employers and training providers, external organizations, and internal LFCD department. The position’s duties include outreach recruitment for employers and job seekers, providing orientation, intake assessment, setting up Individual Employment Plan (IEP), case management, vocational training counseling, job placement, and retention services. Program activities and strategies include long-term career advancement for each participant; understanding the hiring and business development needs of each employer; the policy and compliance requirements of funders; and the many subtle factors that can influence each individual’s ability to thrive and advance in the workplace. Knowledge of the human services needs of the local job market is a plus. This position will report to the Program Coordinator.

Roles and Responsibilities
  • Supporting clients enrolled in the AB109 Program who lived at the Care Campus by providing resources and services is crucial for their ongoing recovery. Follow-up for six months after they leave includes regular phone calls and meetings to assess progress, identify challenges, and offer guidance or resources. Engaging with landlords as needed addresses potential housing issues, contributing to overall stability.
  • Provide intensive services to participants including intake assessment, certify and obtain supportive documents for enrollment into the program; develop Individual Employment Plan (IEP), identify career goals, prepare assessment, and make appropriate referrals; provide job retention services. Counsel clients individually and in groups for job search strategies, interviewing skills, and other topics to assist program participants in entering the job market, retaining employment and/or advancing in their job or career.
  • Maintain case records, statistics, and services recorded for project reporting purposes. Provide complete, accurate, and timely information needed for grant reporting and to report to management. Perform tracking of participants, input data, daily log, monthly case notes, and all other activities in country and funder specific databases.
  • Lead job readiness workshops, job orientation sessions, interviews, one-on-one and small group counseling; develop resume, cover letter, and individual employment plans, identify participant needs to determine appropriate job interest and job match to secure job placement; provide labor market information, job fairs, job clubs, and job referrals
  • Outreach into the community to provide program information, attend the resource fair to recruit low-income Oakland residents older youth, adults, and dislocated workers and promote the program; create a flyer and promotional materials.
  • Target prospective employers with job openings at reasonable starting wages with fringe benefits; provide employer orientations; cultivate and maintain business relationships with employers; provide them On the Job Training (OJT) information; maintain existing employer contracts and continue to develop new businesses in the local area to expand employer’s directory; conduct survey with employers and participants following placement to ensure job stability.
  • Work collaboratively with the office manager and other office staff to provide interim support and coverage. Meet with walk-in clients, as needed. Attend office meetings and provide suggestions and feedback on office processes and procedures.
  • Be able to travel to LFCD satellite locations to perform some of the responsibilities listed above. The frequency may fluctuate depending on the projects on hand. Will be required to attend offsite collaborative meetings, services at partner’s office, and to attend professional development training.
  • Participate in an ad hoc committee to help the organization accomplish and maintain short-term and long-term goals from the organization’s strategic plan. Be actively involved in the Commission on Accreditation of Rehabilitation Facilities (CARF) accreditation compliance.
  • Other duties as assigned.

Requirements and Qualifications:

  • A Bachelor’s degree or equivalent preferred in social work, psychology, or related field; bilingual in Hmong, Spanish, Dari, Arabic, Farsi, or Mien is required. Prefer to have 1-2 years of experience providing case management with sensitive populations.
  • Self-starter, ability to work with minimal supervision; excellent communication, community relations, networking, and public speaking skills.
  • Demonstrated ability to work with families, women, and children without discrimination towards people of diverse cultures, races/ethnicities, socioeconomic positions, ages, religions, genders, physical/mental challenges/disabilities, and sexual orientations.
  • Understand, explain, and apply complex local, state, and federal regulations, policies, and procedures.
  • Able to travel to meet with service providers and participants; ability to work independently as well as part of a team; must have a flexible schedule on some evenings and weekends.
  • Proficient computer skills in MS Word, Excel, PowerPoint, database management, and Internet Explorer
  • Must have a valid California Driver's License, clean DMV record, and proof of current auto insurance and registration; must pass a background check. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.
  • The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to sit and work on the computer; use hands to handle or feel and talk or hear; moving objects up to 25 pounds.

Compensation: The salary is based on experience and education, along with a comprehensive benefits package including health plan/vision, dental, paid vacations, holidays, sick leave, and employer-contributed pension/group life insurance.
