The Program & Financial Compliance Officer (PO/FCO) of the International Grants and Contracts Department is responsible for managing a portfolio of sub-grants to South Asia from the Campaign for Tobacco Free Kids and the Campaign for Tobacco Free Kids Action Fund (collectively referred to as CTFK,) funded by Bloomberg Philanthropies and designed to reduce the prevalence of non - communicable diseases and death from tobacco use, obesity, cardiovascular disease, and childhood drowning. This PO/FCO position focuses on sub-grants supporting tobacco control efforts in South Asia, but may include other relevant health policy programs, such as NCDs. Sub-grants are issued to non- governmental organizations (NGOs), civil society groups, universities, governments and agencies and include technical and programmatic support and assistance from the Campaign for Tobacco-Free Kids (CTFK).

The PO/FCO is responsible for reviewing grant applications, including new and renewal grants, in addition to any extensions; providing programmatic and budgetary feedback and guidance to grantees; coordinating the grant negotiation process; and monitoring grantee performance - including financial compliance – throughout the life of the grant. The PO/FCO position requires regular communication with grantees in South Asia and close coordination of grantee activities with the overall strategic plan and high-level advocacy goals for the region. This position will also require provision of technical assistance and financial oversight to grantees. This position is based in Washington, DC, and reports to the Associate Director of Finance and Administration, International Grants and Contracts Department.


WHAT YOU’LL ACCOMPLISH:

• Carefully review, analyze, monitor, and evaluate progress of grant proposals, contracts, work plans, budgets, and reports.

• Provide ongoing grant monitoring and programmatic/financial support to sub-grantees to ensure consistent progress, grant processing, and reporting.

• Coordinate the grants negotiation and submission process, and serve as the point person for new and renewal grants, in addition to sub-grant extensions.

• Provide accurate, timely grants summary and analysis reports, responses to inquiries, and grant histories according to reporting schedules and upon request.

• Through close collaboration and consultation with the Country Director, monitor and assist grantees to achieve their project goals through appropriate program design modifications.

• In collaboration with other staff, identify and organize appropriate technical assistance and training for grantees.

• Conduct grantee site visits to provide intensive programmatic guidance, in addition to monitoring for financial compliance.

• Maintain continuous communication with grantees via e-mail, phone, and in-person, when appropriate.

• Work with staff to ensure grants align with high-level country strategies and actively contribute to the development and execution of country-level advocacy campaigns.

• Attend coordination meetings and calls with global partners to ensure that grants reflect the needs and intended outcomes of all parties involved.

• Travel internationally (approximately 20%) to grantees.

ADDITIONAL RESPONSIBILITIES:

• Work closely with sub-grantee partners, the International Grants and Contracts Unit staff, in- country staff, and other partners to effectively implement policy measures to address public health objectives.

• Assure compliance with organizational regulations and requirements.

• Perform other duties as requested.


SKILLS YOU’LL BRING TO THE ROLE:

• Bachelor’s degree in public health, public policy, international development, or related degree with international focus required

• Three (3) years related experience working in an international grant making organization or working on public interest or health advocacy campaigns.

• Demonstrated experience with budgeting and finance.

• Experience working with international sub-grant programs.

• Knowledge of foreign language(s) preferred; Hindi and/or Urdu preferred.

• Excellent oral and written communication skills.

• Knowledge of and proficiency with a variety of computer software applications including Microsoft Word, Microsoft 365, Excel, Access, PowerPoint, Outlook. Database experience with Fluxx preferred.

• Ability to work in a fast-paced, team-oriented environment while juggling and coordinating multiple projects and deadlines.

• Demonstrated attention to detail.

• Cultural sensitivity.

• Ability to operate independently with moderate supervision.

• Ability to travel internationally (up to 20%.)
