About the PositionGlobal Solutions Ventures (GSV) — a joint-venture partnership between ZemiTek, LLC and Dexis— is seeking a Monitoring, Evaluation, and Learning (MEL) Integration Advisor to support the implementation of the Racial and Ethnic Equity (REE) Initiative at the United States Agency for International Development (USAID), Bureau for Development, Democracy, and Innovation (DDI), Inclusive Development Hub (ID Hub). The ID Hub's mandate is to promote the rights and inclusion of marginalized and under-represented populations around the world in the development process, working across various technical areas to "combat stigma and discrimination, promote empowerment and inclusion of marginalized or underrepresented groups, and improve the lives of populations in high-risk situations" such as Children in Adversity (APCCA strategy), Youth (YID strategy), Indigenous Peoples (PRO-IP), Persons with Disabilities (policy), and LGBTQI+ persons (LGBT vision).
Propelled by the two Executive Orders on Advancing Racial Equity and Support for Underserved Communities Through the Federal Government – issued on January 20, 2021, and February 16, 2023 – the ID Hub will build on USAID's longstanding work to develop technical guidance that outlines an approach to embedding racial and ethnic equity considerations in USAID policies and programming.
To this end, the Racial and Ethnic Equity (REE) team has developed an ambitious research and evaluation agenda aimed at providing the ID Hub with data that we could apply in developing MEL technical guidance and the Agency may draw upon to design CDCS/RDCS and development activities to advance equity. Tools and guides will also be developed, and technical assistance provided to measure results and the impact of these programs.
The REE MEL Integration Advisor will carry out monitoring, evaluation and learning practices in support of REE programming at 10 USAID Missions. Using the Equity Self-Assessment and Action Plan (EAP), the REE Integration Advisor will facilitate MEL capacity building at the Mission level to assist in realizing EAP goals. The consultant will be responsible for conducting trainings, leading knowledge sharing events, and ultimately assist with the onboarding process of an incoming REE MEL Advisor. The REE MEL Integration Consultant will be a member of the ID Hub Racial and Ethnic Equity team based in Washington, DC. Specific duties and assignments are outlined below.
This is a three-month consultancy with an immediate start date.
Responsibilities- Contribute to ID Hub's capacity to disseminate succinct and digestible information, such as success stories, in various formats regarding the impact of ID Hub efforts to senior Agency decision-makers and other stakeholders.
- Support the implementation of the "Equity Self-Assessment and Action Planning Tool" at the Mission level.
- Develop a system for monitoring the implementation of Action Plans resulting from the Equity Self-Assessment.
- Provide support to USAID/Mali on the implementation of the EAP.
- Develop a monitoring tool to measure the results and impact from EAP efforts in elevating REE in USAID programming.
- Facilitate Mission and Washington Operating Unit's engagement in the application of REE tools and training.
- Support other priorities requiring MEL and data analytics, including the Racial and Ethnic Equity Dashboard.
- Provide support in advancing partnerships with other donors and establishing partnerships with Coalition for Racial & Ethnic Equity in Development (CREED)
- Support an incumbent Activity Manager with the launch of the CASA Activity on the development of the Climate Change Strategy, including developing work plan, timelines, and partnership with the Bureau for Resilience and Food Security (RFS).
- Support the onboarding of a new MEL Advisor.
- Bachelor's degree in monitoring, learning, evaluation or international development or a related field.
- Knowledge and experience working with racial and ethnic equity issues.
- Experience working with USAID demonstrating knowledge of USAID systems and structures.
- Track record of developing and delivering technical solutions and high-quality work products on schedule.
- Demonstrated ability to communicate complex technical issues to generalist audiences.
- Experience leading the development, implementation, and continuous improvement of large, complex strategic initiatives.
- Demonstrated ability to work diplomatically and collaboratively, build consensus, and bridge diverse perspectives and interests with a geographically and culturally diverse group of stakeholders.
- Ability to problem-solve and adapt within a complex environment, including in field locations.
- Prior experience working with donor-funded programs, including the provision of technical assistance to field offices.
- Demonstrated ability to stay highly organized, with excellent follow-through.
- Active Facility Access Clearance, or the eligibility to obtain a secret clearance.
- Minimum 10 years' experience working on MEL and REE issues, at least five years of which includes being based overseas.
- Master's level or above in MEL, international development, or another relevant discipline.
- Demonstrated interest in inclusive development, social justice, and engagement with historically marginalized groups.
