Summary


The Youth Engagement and Learning Specialist, Engagement and Content Lead, is a member of the Office of Administration, Allegheny County Department of Human Services (DHS) which supports the efforts of DHS Senior Management Staff and Director. The incumbent will develop and implement strategies to enhance the practice of training and staff development and the meaningful use of assessments and engagement practices at the family, program, and system levels. The incumbent will also work to promote and enhance collaboration and communication among DHS offices and providers to maximize efficacy of said strategies and to promote systems integration.

Responsibilities of this position also include training and technical assistance support.  Local and distant travel as required.

Essential Duties and Responsibilities

 

  • Assists in the coordination and implementation of cross-system and CYF-wide training initiatives as identified providing emphasis on youth voice, opportunity, and system collaboration.
  • Assists in linking youth to IL services in anticipation of discharge from CYF.
  • Provides training and technical assistance as needed for IL-related programs and initiatives.
  • Provides technical assistance (consultation, training, and assistance) to the Office of Children,

Youth, and Families (OCYF) and various organizations around issues of youth engagement. (i.e, Teen Engagement Simulation training, Professional Improvement Simulation, Supporting Youth Voice Simulation, Independent Living Skills, etc.).

  • Develops and tests strategies to support system transformation.
  • Establishes and maintains a collaborative relationship with federal and state-level youth

organizations and ensures that additional youth are involved when appropriate.

  • Assists with the implementation of a trauma-informed framework within CYF.
  • Assists in supporting the implementation and the facilitation of DHS focus groups providing emphasis on youth voice, opportunity, and system collaboration.
  • Develops curriculum and training objectives along the side of the Youth and Family Training Coordinator for agencies and providers that serve youth in care.
  • Ensures the development of engaging and accessible training modalities to meet the needs of diverse populations.
  • Leads the vetting process with trainings to guarantee the youth perspective and experience is infused in identified trainings.

Knowledge, Skills and Abilities


  • Knowledge of Microsoft Office Applications.
  • Knowledge or willingness to research other technical aspects of training.
  • Knowledge of adult learning principles.
  • Strong interpersonal skills with the ability to communicate effectively with people from diverse racial, ethnic, socioeconomic, and gender backgrounds.
  • Ability to develop and conduct presentations and training sessions.
  • Desire to educate the community about the unique issues facing young people transitioning from foster care, juvenile justice, and homelessness.
  • Effective interpersonal skills, both oral and written, including presentation development and delivery skills.
  • Ability to think and plan strategically.
  • Ability to work well independently and as a member of a highly integrated and diverse team.
  • Ability to manage multiple priorities at once.
  • Demonstrates empathy.
  • Understands a trauma informed approach and is aware of the impact of trauma.

Education/Experience Requirements


Bachelor’s degree in a related field, plus a minimum of 1 year experience working in a Human Services or related field.

-OR-

Any equivalent combination of education and experience that meets the required knowledge, skills and abilities.

-AND-

In addition to the above, incumbent must have (1) a minimum of 1 year as a Youth Support Partner in the Youth Support Partner Unit, OR comparable experience in the human services field; (2) personal life experience in one or more of the child serving human service systems and/or the juvenile justice system; (3) demonstrated the ability to positively and appropriately self-disclose regarding that experience.
