  • Royal Engineers & Consultants, LLC (Royal) seeks an Environmental Compliance/Permit Specialist to join our team. Royal is a leader in Louisiana’s ecosystem restoration and coastal planning services and is involved with a number of disaster recovery and infrastructure improvements projects and programs. We are currently engaged in various coastal projects and preliminary engineering and design projects in the coastal arena that require environmental compliance and regulatory support. We are also engaged in ongoing disaster recovery programs which involve infrastructure improvement projects aimed to make critical infrastructure more resilient and able to withstand the ever-increasing threat of natural disasters across south Louisiana and the Gulf Coast. We seek professionals to join our team and support/lead these exciting long-term projects.

HERE’S WHAT YOU’LL BE DOING

  • Manage and oversee the development, submittal, processing, and approval of permits (i.e., Coastal Use Permits, Joint Permit Applications, Section 10/404 Permits, and related permits).
  • Provide environmental compliance and regulatory guidance and support with respect to submittal of permit applications and project development, including projects funded through FEMA.
  • Obtain, maintain, modify, and renew environmental permits.
  • Coordinate permit application submittal activities and monitor status of permit applications.
  • Ensure compliance with applicable state, federal, and local codes, laws, rules, regulations, specifications, standards, policies, and procedures (Endangered Species Act, Magnuson-Stevens Act, National Historic Preservation Act, Clean Water Act, Coastal Zone Management Act, National Environmental Policy Act, etc.) related to permit applications and infrastructure improvement projects.
  • Facilitate informal and formal consultation processes between clients and applicable federal agencies.
  • Coordination with state and federal agencies, including LDENR, LDEQ, CPRA, SHPO, USACE, FEMA/FEMA Environmental and Historic Preservation (EHP), USFWS, NOAA, and other relevant regulatory agencies.
  • Build and maintain positive professional relationships with relevant government agencies and departments.
  • Work with Program and Project Managers to develop and manage data for past, present, and future permit applications.
  • Research information on wetlands, endangered species, cultural resources, water quality, etc.
  • Prepare reports, maps, work plans, presentations, and correspondence; assist with NEPA documents.

Education

  • Bachelor’s degree in Environmental Science, Biology, or a related scientific discipline.

Experience

  • Minimum two or more years of experience in the regulatory, coastal and/or environmental compliance field.

Knowledge Skills and Abilities

  • Extensive knowledge of environmental regulatory process and applicable state and federal rules.
  • Understanding of and ability to manage multiple project permits.
  • Willingness to learn new things and work on a wide variety of projects.
  • Excellent written and verbal communication skills.
  • Excellent interpersonal and customer service skills.
  • Excellent problem-solving skills.
  • Ability to manage projects efficiently and within budget.
  • Proficient in Microsoft Office Suite or related software.
