Home Visitor Supervisor & Family Clinician


Through the Looking Glass (TLG) is a multidisciplinary nonprofit agency that provides infant/early childhood and family mental health services and consultation, developmental assessment and intervention, parenting adaptations, and psychosocial services to families with disability. TLG has an inclusive Early Head Start program (EHS), produces publications, conducts federally funded research and development projects, and provides training for varied professionals. Training at TLG includes doctoral internships and practicums in mental health, and occupational therapist and special education internships. Staff conducts disability education and training at the community and national levels.


Position Summary: Supervisor of the Home-Based Early Head Start Program: The Home Visitor Supervisor guides and coordinates the home visiting program which serves expectant parents, 0-3 children, and their families, with and without disabilities, in TLG’s EHS. The Supervisor assures the quality of services, supervises unlicensed mental health professionals staffing the project, and is responsible for reporting required by EHS funding.
Family Clinician: Family Clinicians provide primarily in-home family therapy, infant-parent therapy, and individual therapy to children where either a parent/caregiver or a child has a disability.
We use infant mental health, developmental, and systems models. We take a strengths-based, non-pathologizing approach to working with families. We focus on supporting positive and healthy relationships between caregivers and children, helping families achieve their personal goals. When indicated we also support families in navigating systems and obtaining needed resources. Clinicians may work with a developmental specialist, occupational therapist, and/or a family partner. TLG provides weekly

reflective supervision and weekly training to all clinical staff. Training focuses on infant mental health, multi-cultural and equity issues, working with families with disabilities, and other topics. We try to be a supportive and flexible work environment.
Essential Duties/Responsibilities:
Supervisory Responsibilities: As Home Visitors’ Supervisor /Early Head Start Home-Based Program

  • Provide individual and group clinical supervision for a team of master’s level trainees and graduate Associates seeking licensure in Marriage and Family Therapy, Clinical Social Work, Professional Clinical Counseling, and other related fields. In TLG’s Early Head Start program, this team provides home-based counseling to expectant parents and parent – child dyadic and family counseling to families of infants and toddlers, according to attachment-based, infant mental health models.
  • Monitor clinical and developmental progress of infants and toddlers, including according to periodic developmental assessments. Ensure appropriate referrals are provided promptly when there are developmental delays or concerns.
  • Monitor documentation to ensure compliance with all federal EHS requirements.
  • Review supervisees’ timesheets/timecards/reimbursements and make sure supervisees carry an appropriate workload.
  • Gather and analyze data; write reports about the program to improve effectiveness and fulfill federal guidelines.
  • Participate as needed in collaborative, interdisciplinary meetings.
  • Continue to recruit trainees through relationships with various graduate training programs. Screen, interview applicants, and participate in the hiring of trainees and Associates. Coordinate with the graduate training programs as needed.
  • Participate in outreach efforts to share information about the program with other agencies and community members to recruit new client families and staff.
  • Maintain confidentiality with information and records concerning children, families, and staff in compliance with HIPAA standards.

Family Clinician Responsibilities

  • Provide mental health intervention for a small caseload of children and families with mental health and disability issues.
  • Support quality interaction and relationships between infants or children and parents.
  • Provide individual child, infant/parent, and family therapy.
  • Assess and diagnose children using Medi-Cal criteria.
  • Perform all necessary record-keeping in a timely manner.
  • Drive to family homes and provide in-home clinical services.
  • Coordinate with other service providers as appropriate.
  • Provide support in parent/child interaction that encourages developmentally appropriate activities for the changing needs of infants and toddlers.
  • Provide support in navigating systems, acquiring necessary resources, and connecting with case managers or family partners.
  • Maintain confidentiality with information and records concerning children, families, and staff in compliance with HIPAA standards.

Required Skills/Abilities:

  • Knowledge of or ability to learn Head Start and MediCal Performance Standards and their application, including mandated reporting, relevant to the position.
  • Basic knowledge of word processing programs, spreadsheets, email platforms and other communication tools.
  • Knowledge of Child Plus and MediCal record-keeping preferred. • Excellent written and verbal communication skills. Excellent oral communication skills with diverse individuals, families, and groups. Excellent writing skills for use in production of reports and other documents, as well as for use in communicating with diverse individuals and groups.
  • Ability to drive to home visits, periodically as Supervisor of EHS Home Visitors, or as Family Clinician.
  • Ability to build and maintain positive, effective, and respectful relationships with children, families, and other members of the diverse EHS and TLG team. Ability to work effectively within complex management and service delivery systems.

Education and Experience Requirements:

  • Master’s degree in Social Work, Psychology, Counseling, or related field from an accredited college or university, and professional clinical license - LCSW, MFT.
  • Necessary education and courses are required to provide supervision under the license.
  • Experience providing clinical supervision.
  • Experience working with expectant parents and children 0-5.
  • Knowledge of infant and early childhood development.
  • Expertise regarding infant/parent relationships.
  • Expertise in intervention with families.
  • Previous experience in programs serving children and families with disabilities and/or personal/family disability experience is strongly preferred.
  • Experience with Early Head Start or Head Start is preferred.
  • Experience with MediCal or EPSDT is preferred.

Certifications, Licenses, and Registration Requirements:

A valid, active license as a Licensed Clinical Social Worker/ Licensed Marriage and FFamily Therapist issued by the State of California, Board of Behavioral Sciences.
