Human Resources Manager

Our World Neighborhood Charter Schools is looking for an immediate fill for our Human Resources Manager & Strategic Business Partner. This leadership role collaborates with CEO to assure that the schools' vision, culture, mission and future goals are met. The HR manager oversees OWNCS policy, local/state/federal regulatory compliance, employee recruitment, training and development, employee relations, benefits administration, employee record keeping, payroll, and overseeing personnel procedures and HRIS systems.
- Personnel Management
- Spearheading overall the OWNCS recruitment and hiring process including advertising, documentation, job offers, orientation, conducting background checks, conducting certification checks etc.
- Administering a wide variety of personnel policies, processes employment agreements,
- Processing of employee job agreements and contracts with full-time employees and temporary staff members
- Development of employee job descriptions
- Administration of administrative staff performance evaluations
- Consulting and advising school leadership on a wide variety of sensitive personnel issues (discipline, terminations, promotions, return to work, etc.)
- Employee relations: investigate grievances and/or complaints from employees (sexual harassment, pay, assignment disputes, etc.)
- Maintaining files for records (background info, personnel files, resumes, employee evaluations, etc.)
- Coordinate necessary trainings
- Policy Compliance, Development and Enforcement
- Collaborating, mentoring and advising fellow school leaders.
- Responsible for NLRB, DOL, EEOC and other governmental agency correspondence and reporting related to personnel policies and compliance
- Development and enforcement of employee handbook(s) and personnel related policies school-wide
- Responding to written and verbal inquires (Workers’ compensation, unemployment, short term disability, FMLA, COBRA, etc.)
- Audit responsibility
- HRIS Management
- Management and oversight of OWNCS’ HRIS systems and record keeping
- Correspondence with PEO and other providers for personnel administration technology
- Benefits Administration
- Assuring knowledge, education and enrollment of all staff members in Schools’ benefit and retirement programs
- Overseeing employee benefits programs responsibilities
- Administration of employee 401k program
- Negotiating with vendors for medical insurance during open enrollment for life insurance, retirement, flexible spending, dependent care, long term disability, etc.
- Payroll Administration
- Oversight and management of payroll processes
- Management and supervision of payroll assistant
- Fiduciary responsibility in Schools’ 401k program
- IDEA (Inclusion, Diversity, Equity and Accessibility) Administration
- The Human Resources Director will work with the executive leadership team in fostering a safe and inclusive environment at OWNCS for staff and students.
- The HR Director will also encourage open and transparent dialogues, recruit from cultural and under-represented communities, implement trainings, and work on staff retention projects with the Leadership Team.
- Will assure OWNCS is accessible for differently abled staff, students and visitors
Salary 90K to 115K
Required Qualifications
- Bachelors' Degree Required, Master degree preferred
- Human Resources Certification encouraged
- Supervisory Experience
- Knowledge of New York State and New York City labor laws and standards
- The ability to travel to each school location (Astoria, Howard Beach, and Corona)
