This position supports the Naval Sea Systems Command (NAVSEA) Office of the Commander Staff including Chief of Staff, Strategic Planning, Command Administrative Services (SEA 00 Staff) and Corporate Operations & Total Force (SEA 10).

NAVSEA is the Department of Navy’s (DON’s) central activity for designing, engineering, integrating, building, and procuring U.S. Naval ships, shipboard weapons, and combat systems. NAVSEA's responsibilities also include the maintenance, repair, modernization, and conversion of in-service ships and their weapons and combat systems.

The Command consists of a Headquarters (HQ) organization at the Washington Navy Yard and a variety of technical and industrial organizations [Business Units] located throughout the country and overseas. The major Business Units of the Command outside of HQ include the Naval Surface and Undersea Warfare Centers (10 divisions); four public Naval Shipyards; four Supervisors of Shipbuilding, Conversion and Repair (SUPSHIPs); and five Regional Maintenance Centers. Altogether, NAVSEA employs more than 60,000 personnel, including both civilian and active duty Navy.

Responsibilities include:

Provide subject matter expert-level assistance in various HR functional areas to support the accomplishments of Command goals and priorities to include the following:

  • Develop program management support for enterprise-wide HR/HC initiatives and special projects affecting large organization (>30,000 people) to include the following:
    • Comprehensive project plans/POA&Ms and facilitate the completion of taskers.
    • Development of requirements, fit/gap analysis, capability development, implementation, governance documents, stakeholder engagement activities and communications, marketing materials, training deployment plans, and help desk services, if needed.
    • Assist in managing and reporting status and implementation to NAVSEA leadership.
    • Maintain a knowledge management, best practices, and obstacles log to assist with information retention and tool updates.
  • Develop sound methodologies to track and monitor the various NAVSEA HC Initiatives.
  • Solicit, consolidate, organize, and store information related to initiatives or impacted HR programs.
  • Work closely with the DCHR or designated SMEs to ensure planned approaches are in alignment with broader strategies and goals and to ensure that planned meetings, briefing material, information requests, and communications prepared for or sent on behalf of the DCHR accurately reflect DCHR direction, guidance, and positions.
  • Provide administrative support for Human Capital initiatives.

Required:

  • Minimum 10 yeas of Professional Human Capital experience.
  • Excellent written and verbal communication skills.
  • Bachelor’s degree in a relevant field from an accredited college or is accredited as a Senior Professional in Human Resources
  • US Citizen with Secret Security Clearance

Desired:

  • Has previous experience working on large (more than $1M/year) human capital or skills development projects with very large (10,000 person or more) federal organizations.
