The LIDDA Administrative Specialist, under direction of the Director of LIDDA Specialized Services, is responsible for specialized administrative duties and responsibilities related to the Local IDD Authority (LIDDA) division. This position requires astute attention to detail, the ability to manage several competing deadlines simultaneously, and a commitment to continuous learning and improvement. The position my office in Comal, Hays or Kerr County.

 

Primary duties include management and oversight of referrals for IDD services, including managing the centralized referral line, returning inquiries about IDD services within the required timeframes, maintaining a tracking system of all referrals and assigning new referrals to a designated staff, tracking and oversight of all Medicaid waiver enrollment statues, including correspondence of offer letters, correspondence with HHSC staff, and interaction with LIDDA staff to ensure timeframes are met, scanning of documents and as well as data entry into both the Electronic Health Record (EHR) and state data systems, record maintenance including onsite file systems and preparation of off-site records. Data entry into state data systems includes data entry, oversight and tracking of Medicaid waiver enrollment activities, Medicaid waiver transfers, CFC Non-Waiver data entry, Permanency Plans, and running various reports to ensure LIDDA compliance with performance measures. Responsible for tracking and oversight of performance targets related to biennial contacts in the HCS and TxHmL interest lists. This position requires a high-level, specialized understanding of various state data systems and a proactive approach to ensure timeframes are met. It also requires frequent communication with HHSC employees, other LIDDAs, and various other stakeholders.

 

Additional duties include but are not limited to coverage for vacant Office Coordinator positions, completing various typing assignments, maintaining current Hill Country MHDDC forms, development and completion of reports, and other administrative tasks. Candidate must have excellent problem-solving, organizational, and decision-making skills. Excellent time management, multi-tasking, communication, customer service, and phone skills are a must.

 

You will get to:

Interest List Maintenance:

  • Completes data entry to place individuals on Medicaid waiver interest list within required timeframes.
  • Routinely runs pertinent reports out of the state data system to monitor and track interest list contact performance and distributes it to appropriate staff.
  • Ensures interest list maintenance documentation is properly stored and maintained.
  • Coordinates with other LIDDAs regarding transferring individuals’ interest list and county of residence.
  • Completes biennial interest list contacts to ensure LIDDA performance contract compliance.
     

Access and Intake:

  • Monitors voicemail messages left on the IDD referral phone line and returns calls within five business days, ensuring all calls are properly tracked and logged on intake spreadsheet.
  • Responds to inquiries regarding the IDD eligibility determination process and access to IDD services and support.
  • Tracks incoming referrals for IDD services throughout the intake process and collaborates with Director of LIDDA Specialized Services to ensure intake assignment.
  • Acts as the point of contact for MCOs for Non-waiver Community First Choice (CFC) referrals.

 

Enrollments:

  • Ensures correspondence is mailed to Medicaid waiver applicants being offered the programs, in accordance with the LIDDA Handbook.
  • Track, monitors and maintains Medicaid waiver enrollment tracking spreadsheet, communicating with internal team members and HHSC slot monitors as needed.
  • Completes data entry of Medicaid waiver enrollment forms in the state data system. Data entry into state data systems includes data entry, oversight, and tracking.
     

Transfers:

  • Coordinates with other LIDDAs when Medicaid waiver recipients transfer, both sending and receiving.
  • Works with Regional Director of Service Coordination to make service coordination assignments when receiving Medicaid waiver transfers.
  • Completes data entry of all LIDDA reassignments and transfers into the state data system. Data entry into state data systems includes data entry, oversight, and tracking.

 

Terminations:

  • Enters Medicaid waiver terminations into the state data system and responds to requests by HHSC when additional information is requested. Tracks data entry to ensure oversight.

You’ll definitely need:

  • A high school diploma.
  • A valid Texas State Driver’s License.
  • Current automobile insurance and the ability to travel frequently.
  • Two (2) years experience working in a LIDDA or IDD provider setting.
  • Two (2) years scheduling appointments for medical providers. (Preferred)                                                                       
  • Two (2) years data entry experience. Experience utilizing electronic health record systems or equivalent or web portals. (Preferred)
  • Two (2) years of medical office experience specific to front office receptionist duties, collecting payments, scheduling. (Preferred)
  • Bilingual, Spanish speaking (Preferred)

 

We’ll also want you to:

  • Provides excellent customer services to individuals in person, on the phone, and by email.
  • Verifies and ensures data in the EHR is accurate, including new admissions, episode transfers and discharges. This includes accurate demographic and diagnostic information.
  • Enters data into state systems in a timely and accurate manner in adherence with Health and Human Services Commission (HHSC) timeframes including tracking the status of previous data entry through the state approval process.
  • Faxes outgoing information scans incoming documents into chart.
  • Submits purchase orders, payment requisitions, and invoices for processing.
  • Maintains assigned areas, ensuring all areas are person-centered and trauma informed.
  • Manages time to support time-sensitive nature of documents/services/scheduling.
  • Knowledge and understanding of LIDDA operations and services to answer all stakeholders’ questions timely and competently.
  • Protects the confidentiality of individuals and their records by complying with Hill Country MHDDC patient confidentiality and HIPAA policies and procedures.
  • Interacts positively and in cooperation with other members of the organization and team, including active participation in supervision activities, team meetings, continuing education, etc. Works independently requesting assistance from supervisor as needed.
