Position Overview: We are seeking a skilled and experienced Operations Research Analyst - Journeyman to join our team. The ideal candidate will have extensive experience in providing automation and tool support for federal financial management systems, as well as a strong ability to troubleshoot complex system requirement changes and updates. This role is critical in developing automated solutions for various sections within the Financial Management Division and supporting decision-making processes through mathematical modeling and optimizing methods.
Key Responsibilities:
- Provide automation and tool support for federal financial management systems.
- Create TIER, GTAS, or CARS transaction files with a high degree of accuracy and efficiency.
- Troubleshoot complex system requirement changes or updates and develop solutions.
- Develop automated solutions for sections within the Financial Management Division, including Accounting, IPAC, Payments, Relocation, etc.
- Formulate and apply mathematical modeling and other optimizing methods to develop and interpret information that assists management with decision-making, policy formulation, or other managerial functions.
- Collect and analyze data to develop decision support software, services, or products.
- Develop and supply optimal time, cost, or logistics networks for program evaluation, review, or implementation.
Minimum Qualifications:
- Minimum of five years of experience providing automation and tool support working with federal financial management systems.
- At least five years of experience creating TIER, GTAS, or CARS transaction files.
- At least five years of experience troubleshooting complex system requirement changes or updates.
- Ability to develop automated solutions for sections within the Financial Management Division.
- Strong understanding of mathematical modeling and optimizing methods for decision-making support.
Preferred Qualifications:
- Understanding and working knowledge of DHS financial management systems and tools, such as Oracle.
- Excellent analytical and problem-solving skills.
- Strong communication and interpersonal skills.
- Proven ability to handle high-pressure situations and meet tight deadlines.
