Tellus seeks a qualified Senior Environmental Scientist to support efforts by the State Water Resource Control Board underground storage tank (UST) program efforts to prompt cleanup of leaking USTs and prevent future releases from USTs. They will interface with U.S. EPA and CA State Water Board, lead regulatory agencies, consultants, UST facility owners/operators to facilitate the implementation of environmental regulations at LUST sites in California. The position will be remote, but the candidate must be located within the state of California and able to travel to meet with coworkers and/or customers in the San Francisco Bay Area on an occasional basis.

Primary Duties and Responsibilities include:

  • Review and summarize physical and electronic files on UST/LUST sites, including site assessment and remediation reports.
  • Draft summary documents on UST sites with known or suspected contamination, as a tool for developing technical and administrative solutions.
  • Update the SWRCB's GeoTracker database, the State's data management system for managing active UST/LUST sites and sites that have had petroleum releases.
  • Conduct research to locate owners and parties responsible for contamination caused by LUSTs or own out of compliance UST facilities.
  • Analyze and interpret geological, geochemical, and geophysical information from sources such as survey data, well logs, boreholes, and aerial photos and provide recommendations based upon the information gleaned.
  • Communicate findings by writing technical reports for review by regulatory agencies.
  • Provide peer technical review support.
  • Conduct site visits and field work.
  • Serve as a technical resource on LUST cleanup activities, best practices on effectively evaluating LUST sites, determining optimum remediation technologies and best practices for cleanup of petroleum constituents.
  • Act as liaison between local/regional regulatory agencies, different divisions of the State Water Board, and USEPA as we work together to progress LUST sites towards cleanup and closure.
  • Investigate history of and responsibility for releases at UST sites, evaluating site specific conditions against the Low Threat Closure Policy criteria, identifying gaps in meeting Policy criteria, preparing reports on the history and site conceptual models for stalled and recalcitrant UST cases, reviewing and proposing site specific work scopes relevant to stalled UST cleanup cases, and evaluating and providing feedback on proposed remedial approaches.
  • Create figures, tables, and graphs for reports on UST Program priorities.
  • Provide input on accessibility requirements of documents and remediate accessibility of work products as needed.
  • Attend meetings with LUST Program stakeholders to identify and address program issues and concerns.

Minimum Basic Requirements for Skills, Experience, Education and Credentials include:

  • Bachelor degree in engineering, environmental science, geology or related field
  • Twelve years of experience with similar work, including regulatory interaction experience.
  • Knowledge of the Resource Conservation and Recovery Act, Subtitle I, and of related regulations (e.g., Spill Prevention Control and Countermeasures, Clean Water Act, Oil Pollution Act, and RCRA enforcement and cooperative agreement authorities), policy directives, and guidance.
  • Ability to develop strategies to correct problems, coordinating with appropriate personnel and (where appropriate) determine the need for an environmental study of the problem.
  • Ability to analyze policies to determine long-term benefits for and impacts on UST Leak Prevention Program.
  • Ability to develop productive working relationships with the CA State Water Resources Control Board, U.S. EPA Region 9, and local implementing agencies.
  • Ability to effectively communicate policy, regulations, and technical issues with a variety of audiences both verbally and in writing.

Additional Preferred Requirements for Skills, Experience, Education and Credentials include:

  • Prior work experience dealing with UST cleanup in California is preferred.
  • Experience working with the regulator portal for the State Water Board GeoTracker Database is preferred.
  • Ability to work in a fast-paced environment, balancing multiple tasks and deadlines.
  • Detail-oriented and well organized.
  • Strong verbal communication skills and a high level of professionalism.
  • Excellent writing, computer, and internet skills, including use of spreadsheets. Advanced use of MS Excel preferred.

  • The work is primarily sedentary in nature with about 10-15% of the time being spent in the field and the remaining time will be spent in the office.
  • During the course of conducting field work employee may be required to wear personal protection equipment, including head, eyes and ear protection, work clothes, safety footwear, and gloves.
  • The noise level in the work environment may vary from typical office background to noise found in working out in the field which can require hearing protection.
