Tellus seeks a qualified Environmental Scientist who will assist the USEPA in supporting the California State Water Resources Control Board Underground Storage Tank (UST) program. They will perform a variety of tasks related to environmental protection to prevent releases from petroleum USTs as well as promote cleanup of leaking USTs. They will work closely with regulatory agencies to report on progress and implement recommendations to improve outcomes. The position will be remote, but work will be performed in the State of California and occasional travel to meet with team members and/or clients in San Diego will be necessary.

Responsibilities will include:

  • Conduct online research and review files from lead Regional Water Boards, parcel records, and local regulatory agencies to identify potentially responsible parties (PRPs).
  • Draft directive letters and notices to Responsible Parties (RP) of Leaking Underground Storage Tank (LUST) cases and/or owners/operators of out of compliance UST sites. Track the delivery status of issued letters and notices, as well as deadlines for RP submissions.
  • Support senior staff by acting as a liaison between oversight agencies, the State Water Board Division of Water Quality, State Water Board Office of Enforcement, and the U.S. EPA in resolving challenging UST case issues.
  • Support program meetings by creating agendas, attending meetings, and documenting call notes for distribution.
  • Develop effective case management techniques in coordination with lead oversight agencies. Conduct outreach to owner/operators of out of compliance UST sites to assist in meeting requirements.
  • Review LUST cases to determine eligibility for the Low Threat Closure Policy and assist case managers in developing comprehensive Path to Closure Plans.
  • Prepare case closure packages for cases deemed eligible for closure by the lead oversight agency.
  • Assist in training case managers on skills needed to identify and locate responsible parties, conduct investigative research, and provide step-by-step technical and funding program guidance, both over the phone and in person.
  • Lead the task development and execution of the EPA and State Water Board's yearly Leak Prevention Report. This includes downloading and analyzing data from CERS and GeoTracker, investigating missing data, analyzing new release cases, and finalizing the report document with data expressed as graphs, charts, and maps.

Skills, Knowledge, and Experience Desired:

  • Ability to develop strategies to correct problems, coordinate with appropriate personnel, and determine the need for an environmental study of the problem where appropriate.
  • Ability to develop productive working relationships with state and local agencies.
  • Effective communication skills for conveying policy, regulations, and technical issues to various audiences, both verbally and in writing.
  • Ability to effectively communicate policy, regulations, and technical issues with a variety of audiences both verbally and in writing.
  • An underlying understanding of the principles, practices, and theories of UST construction, monitoring and leak detection methods and UST program management or an ability to learn those principles directly related to compliance with relevant UST regulations is preferred by the employees.
  • Ability to communicate schedules, deadlines, issues on a regular basis to supervisors.
  • Self-starter with initiative.
  • Ability to work in a fast-paced environment, balancing multiple tasks and deadlines.
  • Strong verbal communication skills and a high level of professionalism.
  • Excellent writing, computer, and internet skills, including the use of spreadsheets; advanced use of MS Excel is preferred.
  • Detail-oriented and well organized.

Minimum Basic Requirements for Skills, Experience, Education and Credentials include:

  • Bachelor's degree in engineering, geology, environmental science or related field
  • 6 years experience, including similar work or regulatory interaction experience

Additional Preferred Requirements for Skills, Experience, Education and Credentials include:

  • Experience with RCRA Subtitle I and knowledge of the California Code of Regulations (CCR), Title 23, Division 3, Chapter 16 - UST Regulations and Health & Safety Code, Chapter 6.7.
  • Experience working with USTs as an operator or inspector
  • Current 40 hr. HAZWOPER Training

  • The work is primarily sedentary in nature with about 10-15% of the time being spent in the field and the remaining time will be spent in the office.
  • During the course of conducting field work employee may be required to wear personal protection equipment, including head, eyes and ear protection, work clothes, safety footwear, and gloves.
  • The noise level in the work environment may vary from typical office background to noise found in working out in the field which can require hearing protection.
