Position Summary – As the Intake/Outreach Specialist you will assist in outreach for the COI Weatherization and Home Energy Assistance Program (HEAP) alternate certification site. This position is customer service based, determining eligibility for energy programs while making appropriate referrals to other Columbia Opportunities and community programs.
Essential Education and Experience:
- Associate’s degree in related field preferred plus 1 year of customer service, outreach experience, OR
- High School Diploma with 5 years of documented experience will be considered
- Equivalent combination of education and experience
Essential skills, abilities and characteristics:
- Demonstrate a genuine interest and ability in helping people to become more self-reliant
- Ability to work with diverse individuals and families
- Excellent verbal, written and interpersonal communication skills
- Ability to deal objectively with sensitive family/household issues
- Good organizational skills
- Ability to work in a fast-paced hectic environment
- Excellent Computer usage and data entry skills
- Great problem-solving and decision-making abilities
- Must maintain confidentiality regarding agency, customer & business information
- Proficient with or the ability to quickly learn intake, client information management systems, and similar computer applications
- Intermediate computer literacy including Microsoft Word, Excel and Outlook
- Bilingual in English/Spanish or English/Bengali is desirable
Description of duties:
- Assist in reviewing and updating the annual outreach plan, schedule, policies and procedures
- Compute the amount of HEAP assistance allowed using all potential income and allowable deductions from earnings/income
- Coordinate outreach and enrollment efforts for the Weatherization and Home Energy Assistance Program alternate certification site in collaboration with other COI programs.
- Determine Weatherization and HEAP program eligibility in accordance with a variety of regulations
- Elicit information in difficult and emotional situations on such matters as applicant earnings and financial obligations, parental status and living arrangements
- Explain general program requirements and procedures to individuals, families and community groups
- Help customers in the completion of applications and declaration forms and collecting documents used to determine eligibility for Weatherization and HEAP
- Interview people (in person and/or by telephone) of diverse socioeconomic backgrounds and temperaments to obtain required information to determine eligibility for the Home Energy Assistance Program and need for other COI programs
- Provide information and make routine referrals to resources available from Columbia Opportunities, Inc. and other organizations within the community that help customers meet health, housing, food, and other critical needs
- Set up and maintain customer files according to established standards and requirements
- Tracks all outreach and recruitment events and analyze outcomes of each event as part of the annual recruitment plan
- Maintains, monitors and reports to Weatherization Program Director on the status of all applications and wait lists as appropriate
Licenses or certifications required for this position:
Valid NYS Driver’s license - employment is contingent on the applicant’s ability to be covered under COI’s automobile insurance policy so the individual can complete errands, travel to various work locations, and attend meetings, trainings, and conferences

Physical Demands and Working Conditions:
- Reach to secure files, reports, folders
- Use finger-writing implements both manual and electronic
- Speech and hearing to communicate in person and by telephone to obtain and interpret detailed information
- Vision to read handwritten and printed materials and a computer screen
- Work is primarily sedentary, but may involve some light physical exertion, such as kneeling, crouching or lifting or lifting up to 25 lbs
- Work is generally performed in an office environment that is adequately cooled, heated, lighted and ventilated
- Some work may be done in the homes of applicants or other community locations
- Reasonable accommodation may be provided for some physical demands for otherwise qualified individuals who require and request such accommodations
