Job Description:

General Purpose  

Manages the procurement of goods, services and property by the district; builds and maintains working knowledge of related laws, policies, and procedures; ensures compliance; communicates with consultants, contractors, and service providers. 


Supervision Received 

Works under the direct supervision of Associate General Manager, Administration 


Supervision Exercised

None.


Essential Functions

  • Oversees implementation and refinement of the procurement program; facilitates its ongoing success. 
  • Collaborates with legal department to ensure compliance in all aspects of the procurement program, tracks changes and updates to procurement laws.  
  • Consults with project managers to identify resource needs. 
  • Determines contract and procurement strategy for planning, analysis, study, design, and construction phases of each project, including types of partner contracts needed; updates strategy as needed. 
  • Guides and assists staff through the procurement and contracting process, ensures that staff have the tools and information needed to utilize best practices and meet both statutory and policy requirements. 
  • Conducts biddability reviews; prepares, releases and manages procurement postings (RFP, RFQ, etc), advertisements and bids. Serves as the contact person for vendor questions.  
  • Creates, reviews, and edits contracts. Collaborates with staff to assist with progress tracking of contracted work. 
  • Establishes project-specific process for initiating and executing scope, schedule, budget, and contract changes. 
  • Collaborates with project managers to identify and modify procurement and contract strategy for project changes. 
  • Consults with project managers on management of construction contracts issuance of substantial completion and contract closure. 

 

Minimum Qualifications

Education, Training and Experience

  • A bachelor’s degree in business, public administration, communications or a related field preferred. 

                                AND 

  • Two (2) years of related experience 

                                  OR   

  • An equivalent combination of training and experience to the above may also be considered. 



Knowledge, Skills, and Abilities:

Knowledge of and proficiency with administrative procedures and systems; good knowledge of business communication; excellent writing skills; correct English usage, including spelling, programs, Microsoft Office applications such as Word, Excel, and PowerPoint and other scheduling, communications, records management, and research. 


Ability to perform in-depth analysis using various software applications to extract, process, and 

evaluate data to produce comprehensive reviews and summary reports; be highly organized; 

employ good critical thinking skills; assimilate and simplify complex information for others; 

develop intuitive, accurate, user-friendly documents; handle pressure well; understand the 

importance of deadlines; know how to relate to people in a variety of situations; effectively train 

and assist personnel; use tact, discretion and diplomacy in dealing with sensitive situations; be 

highly trustworthy; use good judgement; write and speak clearly; be confident in working without 

direct supervision on a daily basis; maintain professional demeanor; establish and maintain 

effective working relationships with supervisors, co-workers, and the public. 


Special Qualifications:

  • Must possess and maintain a valid Utah Driver’s License and maintain insurability under the district’s vehicle insurance policy.
  • Must be willing to take and must pass a pre-employment drug test and submit to a criminal background check.
