General Functions:

The Workforce Development Coordinator delivers a broad range of employment services to help CITC participants and job seekers overcome barriers and increase their skills to obtain and maintain employment. Services are focused on individual and family needs and may be provided one-on-one or in a group setting. This position will also include outreach to community partners in collaboration with the AKP Job Developer. The Workforce Development Coordinator role will work in collaboration with the Alaska’s People (AKP) Workforce Development Supervisor and Senior Manager. The Workforce Development Coordinator I/II/III is responsible for: 1) implementing and coordinating workforce development programs, including recruitment and retention in AKP Supported Work Experience positions 2) coordinating activities that commit to engaging, renewing, and empowering CITC’s multi-generational workforce, 3) contributing to the creation and implementation of innovative approaches to employment, and professional development intended to advance employment and career development opportunities for Alaska Natives, and American Indians, 4) providing quality employment and training referrals and career counseling.


Duties and Responsibilities:

Workforce Development Coordinator I

  • Successfully complete the WDC I training plan in Relias.
  • Provide employment and referral services for employers and job seekers. Act on job placement requests and job leads received from employers by processing them according to the AKP processes and procedures.
  • Promote workforce and professional development activities in a positive and constructive manner that maintains respect for CITC’s diverse population.
  • Work in partnership with the Workforce Development Supervisor to develop, implement, and coordinate workforce development programs that enhance job seeker’s job skills.
  • Interview eligible and interested job seekers to learn about their career interests, work history, education, training, job skills, and salary requirements. Contact prospective applicants from the Alaska’s People client database, perform reference checks and refer resumes to hiring managers.
  • Responsible for interviewing, screening and referring job seekers to fill vacancy requests within CITC and with partnering companies if qualifications are met.
  • Serve as an active member of the interview and selection committees when applicable, ensure that all interviews are conducted in a consistent manner and in accordance with CITC policies and relevant laws and regulations.
  • Support the hiring manager with all supported work placements by providing regular worksite visits during the placement.
  • Approve time sheets within CITC’s electronic timekeeping portal and store records in participant electronic files.
  • Notify job seekers of employment opportunities. Describes job duties and responsibilities, safety and work habits, pay scale, and other pertinent information.
  • Counsel and help job seekers on independent job searching, resume writing, interview skills, and appropriate dress.
  • Responsible for documenting participant information, development plans, case notes, uploading of documentation and supportive service entries following all applicable policies and procedures.
  • Follow up on subsidized employee placements with the employee and supervisor to document progress/outcome of the placement and identify any needed areas of support, services and/or referrals.
  • Provide necessary maintenance to databases through compiling, filing and entering data; responsible for developing employment goals, entering demographics, 477 data, and placement/referral outcomes.
  • Accurately and consistently maintain an active participant caseload which includes running reports to complete missing information or follow up with participant caseload.
  • Assist Workforce Development Supervisor with the operations of Alaska’s People’s supported work programs including determining eligibility, facilitating supported work placements, and overseeing participants completion of the supported work contract.
  • Assist in the coordination, compliance and successful completion of supported work participant’s training and development programs.
  • Provide administrative/clerical support as needed and required by answering telephones, screening calls, electronic document filing, data entry, and word processing.
  • Maintain confidentiality according to regulations and procedures.
  • Perform other related duties as needed and assigned.

Key Partnerships

  • Develop and maintain an ongoing communication network with other CITC programs/staff, non-profit and for-profit agencies, regional Native and Village corporations, and other community employers to ensure that a pool of qualified applicants is available to refer for upcoming position openings.
  • Attend outreach events to recruit participation of both job seekers and employers to use Alaska’s People services. This includes attending job fairs, community outreach events, and meeting with employers and job seekers to promote Alaska’s People services.

Workforce Development Coordinator II

  • Performs all duties/responsibilities of Workforce Development Coordinator I with a higher level of proficiency.
  • Work in partnership with the AKP Sr. Manger and WDC Supervisor to organize and prepare AKP related data for reporting purposes.
  • Take a lead role in AKP related processes and procedures evaluation and makes suggestions to improve efficiency and workflow.

Workforce Development Coordinator III

  • Perform all duties/responsibilities of Workforce Development Coordinator I/II with a high level of proficiency.
  • Serve as an internal resource for AKP staff.
  • Assist the AKP Sr. Manger and WDC Supervisor with ensuring programs are following current policies and procedures.
  • Assist the AKP Sr. Manger and WDC Supervisor with conducting monthly quality assurance file reviews.
  • Assist the AKP Sr. Manger and WDC Supervisor in creating and maintaining training materials and aides in training AKP staff.
  • Perform as the acting manager for AKP if the AKP Sr. Manager and Director are unavailable.

  • Demonstrated knowledge of the Alaska Job Market.
  • Knowledge of correct personnel recruitment procedures, interviewing techniques and referral methods.
  • Demonstrated ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
  • Strong knowledge of Microsoft Office products and Adobe software.
  • Knowledge of Alaska Native and American Indian culture and/or community resources.

Minimum Qualifications:

Workforce Development Coordinator I

  • High School Diploma or GED
  • Successful completion of CITC’s Case Management Apprenticeship Program may substitute for the experience and/or education requirement.

Workforce Development Coordinator II

  • Associate’s degree or two (2) years of work experience in case management, employment counseling, workforce development or year for year in a similar field or the equivalent combination of education and experience.

Workforce Development Coordinator III

  • Bachelor's degree in human resources, Business, Education, Communication or a related field or 4 years of progressive experience in workforce development, case management or related field or the equivalent combination of education and experience.
  • Two years of supervisory or leadership experience.


Minimum Qualifications for all Levels:

  • Continued employment status will be contingent upon completion of a satisfactory state and federal criminal background check.
  • Must have a valid Alaska Driver’s license and be insurable under CITC’s automotive insurance, which requires a driver to be at least 21 years of age and have had a driver’s license for at least three years.
  • Demonstrated knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community.


Preferred Qualifications:

  • Two years’ experience in an AK Native Corporation or AK Native Non-profit setting and/or organization serving AN/AI people strongly preferred.
