Position Summary

We are seeking an Environmental Compliance Advisor to collaborate with project managers, consultants, and stakeholders to enhance the Underground Storage Tank (UST) program at the regional water quality authority. This role involves utilizing analytical techniques to investigate a variety of regulatory and environmental protection issues. The Advisor will provide recommendations to regulatory case managers to address challenges, propose solutions, and support the objectives of the UST program.

Key Responsibilities

  • Serve as a key liaison among the regional water authority, state water board, and federal environmental agencies to resolve complex issues related to Leaking Underground Storage Tank (LUST) cases.
  • Develop and implement effective case management strategies in collaboration with regional board managers and other oversight entities.
  • Organize and facilitate stakeholder meetings to discuss program-related issues and concerns.
  • Provide training for case managers on identifying responsible parties, conducting investigative research, and offering technical guidance.
  • Coordinate with enforcement offices to navigate the formal enforcement process.
  • Evaluate LUST cases for eligibility under the Low Threat Closure Policy and assist in creating comprehensive Path to Closure Plans.
  • Prepare closure summaries for LUST cases in accordance with established policies.
  • Draft official correspondence and notifications to responsible parties regarding LUST cases.
  • Monitor the status of correspondence and deadlines for submissions from responsible parties.
  • Engage with responsible parties to clarify their obligations and collaboratively explore funding options.
  • Conduct research to gather contact information and site status for responsible parties.
  • Review files from the regional board and local regulatory agencies to identify potentially responsible parties.
  • Ensure that relevant reports are uploaded to the state’s GeoTracker Database.
  • Request file reviews and digitize pertinent documents from local regulatory agencies.
  • Compile property information from various county and city departments as needed.
  • Create tracking spreadsheets and draft outreach materials.
  • Generate progress reports and provide updates on program achievements.
  • Prepare case summaries and supporting documents for nominating LUST cases to the state’s emergency funding account.

Qualifications

  • A Bachelor’s degree in environmental or civil engineering, chemistry, geology, biology, environmental science, or a related field is required; a Master’s degree is preferred.
  • Proven ability to devise strategies for problem resolution and coordinate with relevant personnel.
  • A minimum of 10 years of relevant work experience.
  • Demonstrated ability to build productive relationships with state and local agencies.
  • Excellent communication skills for conveying policies, regulations, and technical matters to diverse audiences.
  • Self-motivated individual with a proactive approach.
  • Proficient in Microsoft Office applications.

Preferred Skills

  • Experience with UST remediation efforts in California is advantageous.
  • Able to thrive in a fast-paced environment while managing multiple priorities.
  • Detail-oriented with strong organizational skills.
  • Exceptional verbal communication skills and professionalism.
  • Advanced proficiency in writing, computer applications, and internet research, particularly in Excel.

Physical Requirements

  • The physical demands of this position include occasional walking, sitting, and using hands for various tasks. The employee may need to lift up to 25 pounds and should possess good vision capabilities.
  • While primarily office-based, the role involves fieldwork approximately 10-15% of the time.
  • Fieldwork may require the use of personal protective equipment.
