Permanent Full Time Non-exempt position
Annual Salary Range: $22.52 - $31.53 per hour

Under the direct supervision of the Reentry Services Director, the Shift Supervisor (SS) oversees all aspects of daily operation of the Community Residential Center (CRC). The Shift Supervisor's primary function is supervision of the Resident Advisors and ensuring facility security, resident accountability, and fairly and professionally enforcing ADOC and GHS program rules and policies. Shift Supervisors assist residents to understand and comply with societal expectations and integrate back into the community.

Shift Supervisors are scheduled to work 7 days on, 7 days off. Shifts are 12 hours long, alternate between day and night schedules, and may include holidays and weekends.ILLUSTRATIVE TASKS
  1. Supervises, directs and assists GHS Resident Advisors in their duties. Ensures that Resident Advisors maintain an appropriate level of job and safety knowledge.
  2. Ensures 24/7 security coverage and staffing appropriate to current contracted requirements. 
  3. Trains new Resident Advisors on their job duties, completes the ADOC-required new hire checklist, and provides it to Human Resources within the employee’s first week of employment. 
  4. Complies with all GHS safety procedures and submits required incident reports and other documents in a timely manner.   
  5. Ensures the Confined Misdemeanant residents have direct supervision anytime they are outside of facility. 
  6. Ensures daily staff assignment rosters are completed. 
  7. Is responsible for daily and weekly resident compliance – 40 hr completion, UA collections, property limits, telephonic and visual surveillances. 
  8. Ensures intake UA's are completed according to Alaska Department of Corrections standards.
  9. Insures Disallowed/Barred visitor’s information is kept up to date and complied with.
  10. Reviews and collects information for resident pass requests.
  11. Ensures residents are released according to accurate release dates and times and resident court appearances are adhered to.
  12. Insures that residents and staff adhere to current medical and dental protocols with Lemon Creek Correctional Center.
  13. Provides coverage and/or assists Resident Advisors with all required duties and tasks as needed.
  14. Oversees and ensures accuracy for sign-in/sign-out log, visitors log, resident count log, telephonic and visual surveillance logs, medication log, UA and BA logs, pat down and facility search logs.
  15. Ensures facility searches are performed and logged per current Department of Corrections standards.
  16. Reviews shift notes and other paperwork generated on shift for accuracy and ensures that all Resident Advisors’ reports are timely, concise and well-written before sending them out to the Department of Corrections and GHS staff. 
  17. Recognizes resident violations of rules and policies and follows through with a clear, concise written incident or informational report.
  18. Reports all incidents to Lemon Creek Correctional Center, the Reentry Services Director and the Supervisory Case Manager via incident report per Department of Corrections requirements.
  19. Immediately reports all major and high/moderate infractions to the Reentry Services Director and Lemon Creek Correctional Center. 
  20. Initiates and follows through with reporting and documenting all walkaways and out of place residents per current Department of Corrections standards.
  21. Attends monthly Shift Supervisor team meetings to share information, discuss policy, and address issues pertinent to the operation of the Community Residential Center. Disseminates pertinent information to staff.
  22. Maintains a thorough knowledge of Community Residential Center rules and policies and keeps current with any changes or updates to these. 
  23. The Shift Supervisor will often have to make decisions and interpret CRC rules and intent. In the absence of the Reentry Services Director, the Shift Supervisor shall have the final word on the interpretation of Community Residential Center policies.
  24. Ensures strict resident accountability and tracking while in the facility and out in the community.
  25. Conducts the final resident count of the shift within the facility and checks the accuracy of the flight plans for all residents in the community.
  26. Maintains the Resident Count Sheet which shows the number of residents in the facility and the number of residents in the community.
  27. Generates, maintains and audits the daily sign-in and sign-out log, following current program policies and procedures.
  28. Is responsible for reporting allegations of sexual misconduct to the Reentry Services Director.
  29. Is responsible for reporting an injury, illness, death of a resident to the Reentry Services Director.
  30. Is responsible for reporting violations of pre-release furlough conditions to the Reentry Services Director.
  31. Is responsible for reporting all incidents involving any degree of use of force to the Reentry Services Director.
  32. Insures that complete daily resident count packets are emailed to the Department of Corrections and Gastineau Human Services staff.
  33. Operates and monitors both visual and audio surveillance equipment within the Community Residential Center.
  34. Maintains an extensive soft and hard filing system and files appropriate paperwork in these files.
  35. Audits resident medication logs and provides an end of shift count. Sends original medication logs to Lemon Creek Correctional Center as completed.
  36. Testifies in court as needed.
  37. Ensures fire and emergency evacuation drills are performed per current contract parameters and follows program policies and procedures.
  38. Other duties as assigned.
KNOWLEDGE/ABILITIES/SKILLS
  1. Must be familiar with completing required database entries, preparing statistical reports, preparing automated forms and basic word processing duties using Microsoft Outlook/Teams/ Access/Excel/ Word;
  2. Knowledge of community resources and a working knowledge of the Dept. of Corrections.
  3. Ability to present a polite, professional demeanor when dealing with the public and other agencies.
  4. Thorough knowledge of current State, Federal, Department of Corrections, and Gastineau Human Services’ confidentiality and privacy rules and regulations.
  5. Ability to recognize and use therapeutic communication techniques with staff and residents: Demonstrates active listening principles; uses appropriate non-verbal communication; deals with anxiety, conflict and confrontation in an appropriate manner.
  6. Ability to apply appropriate positive/negative reinforcement principles when dealing with all residents.
  7. Sociology, Psychology, and communication courses desired.
  8. Should be cognizant of cultural issues unique to Alaska.
  9. Familiar with medical and social services agencies in the City and Borough of Juneau.
  10. Must be familiar with substance abuse issues and treatment methodology.
  11. Corrections experience desired.
QUALIFICATIONS
  1. Supervisory experience desired.
  2. Must have a high school diploma or GED, with an Associate’s degree preferred; or two years of experience in vocational rehabilitation, cognitive therapy, substance abuse or experience with offenders/ex-offenders;
  3. Must be 21 years of age or older.
  4. Must have a current, valid Alaska driver’s license and be insurable by GHS’ auto insurance provider.
  5. Must pass the DOC and DOH background checks and pre-employment urinalysis.
  6. Must obtain and maintain current First Aid/CPR/AED certification.
