Duties As a HUMAN RESOURCES SPECIALIST (HUMAN RESOURCE DEVELOPMENT) at the GS-0201-12/13 some of your typical work assignments may include:
• Develops, manages, and fields the Joint Staff Civilian Leader Professional Development and Training (CLPDT), policies, and programs.
• Designs, develops, and implements situational analysis approaches and techniques to assess the current state of the Joint Staff Civilian Leader Professional Development and Training program for any of a variety of issues such as establishing an orientation program for new members of the workforce, and requirements for developing incumbents in professional development.
• Performs all processes related to procurement of training and training requirements, student registration and confirmation, quota management, training completions and no-shows, interface with automated tracking systems and management of SF 182 training requests for the Joint Staff.
• Applies broad management objectives and implications of training; knowledge of incumbent development theory, principles, and practices; and particularly knowledge of the latest developments and applications in the field of incumbent development and training;
• Provides management advisory services for organizations that are frequently complex, new, or dynamic in nature including high-level professional and managerial officials with training needs that are top priority to JS and senior leadership

• Security: Employee must obtain/maintain a Critical Sensitive (Top Secret) security clearance Qualifications You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
• Applying Human Resource Development (HRD) learning theories, concepts, laws, regulations, and principles, as well as state-of-the-art HRD theories and practices regarding career development in the application of new methods to resolve complex and/or intricate, controversial, or unprecedented issues and problems that arise;
• Applying Federal management and Human Resources principles, theories, and practices as they relate to Human Resources Development functions; and
• Conducting policy reviews to evaluate effectiveness of current policies and practices and develop proposals to change or improve them
You may qualify at the GS-12, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
• Applying Human Resource Development (HRD) learning theories, concepts, laws, regulations, and principles, as well as state-of-the-art HRD theories and practices regarding career development;
• Applying Federal management and Human Resources principles, theories, and practices as they relate to Human Resources Development functions; and
• Assisting in conducting policy reviews to evaluate effectiveness of current policies and practices Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social)
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment
You will receive credit for all qualifying experience, including volunteer experience
Substitution of education may not be used in lieu of specialized experience for this grade level
Education This job does not have an education qualification requirement
