Duties * Oversees the planning, direction, and execution of recurring operational reports in regards to operational movements worldwide, management of domestic and international cargo, and actions of Joint Task Force- Port Opening movements worldwide. * Writes White Papers on large movements and provides these products to the Command Group and members outside of the SDDC HQ within the USTRANSCOM and AMC enterprise. * Provides a comprehensive forecast of cargo volumes by commodity, equipment type/size, and origin/destinations. * Directly involved in the development of procedures, methods and techniques necessary for designing and executing special studies requiring selection of data from a variety of sources, both within and outside the Command. * Provides continuous analysis of current military operations by reviewing Joint, COCOM, DA, ASCC, AMC, and SDDC documents, Situational Reports (SITREPs), and briefings. * Researches and provides background on subject matter of meetings without direction. * Identifies emerging problems and validates command responses to operational taskers and product requirements. * The incumbent oversees preparation of the SDDC Situation Report (SITREP) and monitors USTRANSCOM and AMC SITREP's. * Designs, develops, and plans improvements in functional methods and system support, ensuring maximum utilization of automation resources, system integration, data and report information availability and user satisfaction. * The incumbent is responsible for recommending courses of action to the Battle Staff Chief and other appropriate staff elements during emergencies, contingencies, and operations. * Prepares and disseminates Operations Orders and FRAGOs for the command. * Serves as spokesperson during daily Stand-Up briefings, Battle Update Briefs, and all operational meetings with subordinate units and OPCON and ADCON HQ elements. To qualify at the GS-12 , you must meet the following specialized experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: 1) Preparing written Operations Orders, Fragmentary Orders (FRAGOs), Warning Orders (WARNOs), and/or Situation Reports (SITREP) for Command distribution; (2) Overseeing movement of cargo using an automated transportation System (i.e., Defense Transportation System); and (3) Providing resolutions to complex cargo movements in support of terminal operations. To qualify at the GS-11 , you must meet the following education and/or experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes 1) Applying transportation regulations to monitor movement of cargo using automated transportation systems (i.e., Defense Transportation System); 2) Analyzing transportation regulations to complete work assignments; and 3) Resolving problems of a procedural or factual nature for compliance. OR Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in education or a subject area related to the position to be filled, such as, accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. (Note: You must attach a copy of your transcripts.) OR Meet the specialized experience as described above at the GS-11, but less than one year; and I have at least two years of graduate education as described in B, but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)
