We are seeking candidates for the position of Deputy Chief Human Resources Officer (CHRO) - Total Rewards (7390) in the HR/Administration.

Salary Range: Min: $166,426.00 - Mid: $208,026.00 - Max: $249,626.00

OVERALL DESCRIPTION

Responsible for implementation and management of the organization's total rewards strategy. Lead a team responsible for designing, evaluating, and administering competitive and comprehensive compensation and benefits programs, ensuring they align with the company's overall goals and objectives. This role requires a deep understanding of compensation practices, benefits administration, and HR analytics to attract, motivate, and retain top talent.

SPECIFIC RESPONSIBILITIES

Develops and executes a total rewards strategy that supports the organization's business objectives and aligns with market trends and industry best practices. Designs, implements, and manages competitive compensation programs, including base salary structures, recognition programs and incentive plans. Conducts regular market analyses to ensure competitiveness and internal equity. Oversees the design, administration, and communication of employee benefits programs, such as health and welfare plans, wellness initiatives retirement plans, including defined benefit and defined contribution plans Collaborates with benefits providers to optimize offerings and ensure compliance with applicable laws and regulations. Collaborates with HR and business leaders to develop and implement effective performance incentive programs that align rewards with individual and team performance. Provides guidance and training to managers on performance-based compensation practices. Utilizes data and analytics to drive insights and inform decision-making related to total rewards. Develops and maintains key metrics and dashboards to measure the effectiveness and competitiveness of compensation and benefits programs. Manages the total rewards department budget and oversees the development and administration of annual compensation budgets for all departments within SEPTA, this includes, but is not limited to, merit, promotional, and market adjustment budgets. Ensure budget alignment with organizational goals, monitor expenditures, and implement cost-effective strategies to optimize compensation and benefits programs. Ensures compliance with applicable laws and regulations related to compensation and benefits programs, including Equal Employment Opportunity (EEO) and labor laws. Monitors industry trends and legislative changes to proactively address potential issues. Develops and delivers effective communication strategies to educate employees on the organization's total rewards programs, policies, and changes. Provides guidance and support to HR Business Partners and managers in addressing employee inquiries related to compensation and benefits. Manages relationships with external vendors and consultants, such as compensation survey providers, benefits brokers, and technology vendors, ensuring service levels are met and costs are optimized. Builds and leads a high-performing team of total rewards professionals. Provides mentorship, guidance, and professional development opportunities to enhance their skills and capabilities. Partners with cross-functional teams, including Talent Acquisition, Finance, and Legal, to ensure the total rewards strategy supports broader HR and business initiatives.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor's degree in Human Resources, Business Administration, or related field and ten (10) years in total rewards, compensation, and benefits management, with a focus on strategy development and implementation
  • Minimum five (5) years previous managerial experience required.
  • In-depth knowledge of compensation practices, including job evaluation methodologies, salary structure design, employee recognition and incentive plan design.
  • Strong understanding of benefits administration, including health and welfare plans, retirement plans, and wellness initiatives.
  • Proficiency in HR analytics and data-driven decision-making.
  • Familiarity with relevant laws, regulations, and compliance requirements related to compensation and benefits.
  • Excellent communication and presentation skills, with the ability to effectively communicate complex concepts to various stakeholders.
  • Strong leadership and people management abilities, with a record of accomplishment of building and developing high-performing teams.
  • Strategic thinking, problem-solving, and decision-making skills.
  • Working knowledge of Human Resources Information Systems, SAP SuccessFactors and INFOR a plus
  • Ability to work collaboratively across distinct functions and influence stakeholders at all levels of the organization.
