The Medicaid Management Information System (MMIS) Advance Planning Document (APD) Finance Manager plays a critical role in managing the vast financial resources entrusted to Health Care Authority (HCA) by ensuring federal funds are secured and claimed appropriately. About the division:

This position is located within HCA’s Financial Services Division (FSD), which in collaboration with other HCA divisions and a variety of external stakeholders and legislative partners, provides strategic financial expertise for Apple Health, Community Behavioral Health (CBH), PEBB and SEBB programs. In addition, FSD oversees the budget and compliance functions necessary to manage and monitor the single largest Washington State individual operating budget. Functions include budget management, accounting, forecasting, professional and hospital rate setting, financial analysis, and payment/collection operations. This division maintains a close working relationship with agency program, policy, and clinical divisions to ensure financially sound implementation and monitoring of program strategies. It is also accountable to the Governor and legislature in ensuring HCA operates within its budget.

 

About the position:
The MMIS APD Finance Manager (WMS2) plays a critical role in managing the financial resources entrusted to HCA by ensuring federal funds are secured and being claimed appropriately. Additionally, this position is tasked with being the subject matter expert pertaining to the MMIS APD’s, and identifying opportunities to realize additional federal funds, which are used to fund existing IT projects and procurements as well as funding new ones within HCA as well as with external partners. 

The position is accountable for providing reliable and professionally sound guidance, consultation, and advice at an advanced level of expertise within the field of Medicaid funding management and maximizing federal reimbursements for IT projects and procurements funded through the Advance Planning Documents. 

 The financial information provided by this position is critical to the agency’s operations and the fiscal impacts provided have a substantial impact on agency policy decisions that impact both the agency administration and strategic planning.

 

This position is eligible to telework but is occasionally required to report on-site to meet business need. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.



DUTIES

Some of what you will do:

  • This position plays a critical role in managing the vast financial resources entrusted to HCA by ensuring federal funds are secured and claimed appropriately. Additionally, this position is tasked with being the subject matter expert pertaining to the Behavioral and Public Health APD’s, and identifying opportunities to realize additional federal funds, which are used to fund existing IT projects and procurements as well as funding new ones within HCA as well as with external partners.
  • This position provides advanced level technical analysis, advice, and recommendations to management decision makers, including the HCA Chief Financial Officer and agency executive management. The incumbent’s work directly affects the management of the HCA Medicaid budget which is the largest source of federal funding in the state of Washington totally over $10 billion annually and representing over 70% of the state’s federal revenue.
  • This position directly affects the management of the HCA Medicaid budget by providing recommendations on IT projects and procurement funding strategies.
  • This position functions as the statewide Medicaid IT financing expert. Through their expertise in Medicaid funding rules and regulations, this position directly influences agency resources by ensuring it is maximizing federal reimbursements for IT projects and procurements funded through the Advance Planning Documents and with expenditures totaling approximately $263M ($204M Federal, $59M State) in FFY24.
  • This position is responsible for developing complex financial models, projections, and strategies to ensure sound financial management and operations of Medicaid IT projects. This work includes fiscal impact analysis and requires detailed knowledge and understanding of multiple program areas from the business, legislative, regulatory, budget, and technical perspectives.
     
     

QUALIFICATIONS

Required Qualifications:

Option 1:
  • Bachelor’s degree in public administration accounting, finance, economics, mathematics or other quantitative or analytical field public administration or related field.
  • Four (4) years of professional experience working with large, complex financial systems/information. 
Option 2: 
  • Associate's degree in public administration accounting, finance, economics, mathematics or other quantitative or analytical field public administration or related field.
  • Six (6) years of professional experience working with large, complex financial systems/information. 
Option 3:
  • 8 years of professional experience working with large, complex financial systems/information. 

Experience within the State or other government entity is strongly preferred.

 

Required Competencies:

  • Analytic & Technical Skills
  1. Expert/advanced level skill with Microsoft Excel and working knowledge of designing complex modeling, structuring ad hoc data for use in pivot tables and composing nested formulas.
  2. Ability to creatively use resources to create and document work processes and analytical tools.
  3. Working knowledge of analytical query protocols.
  4. Ability to analyze data, identify data needs, develop problem solving strategies, support ideas using data as evidence, develop goals and priorities, and establish benchmarks.
  5. Ability to analyze and research the differences between budgeted and forecasted expenditures and actual expenditures and effectively communicate the reason for the differences.
  6. Analytical skills for financial research and modeling in complex multi-system environment.

 

  • Communication Skills
  1. Effective verbal and written communication skills, including the ability to translate complex financial/analytical information for non-financial/analytical audiences.
  2. Experience communicating with an array of audiences, ranging from staff with little financial background to elected government officials and federal auditors.
  3. Ability to coordinate and build consensus among internal/external stakeholders toward the development of departmental and legislative initiatives.
  4. Ability to develop and review complex written materials and provide detailed policy analysis.

 

Preferred Qualifications:

  • A master’s degree in public administration or a related field.
  • Two (2) or more years of experience querying data.
  • Experience developing financial modeling.
  • Experience supporting large scale IT projects.
  • Knowledge of the Medicaid Management Information System (MMIS).
  • Experience working with the Washington State Agency Financial Reporting System (AFRS) data.
  • Knowledge of protocols/processes of the executive/legislative branches of state government.
  • Experience working with the federal government.
  • Fiscal accountability experience in following federal and state rules and regulations, policies, principles, standards, and guidelines.
  • Knowledge of regulations regarding Medicaid, CHIP, and other federal entitlement programs.
