Arlington, United States Rosslyn Business Improvement District Full time

The Rosslyn Business Improvement District (BID) is dedicated to transforming Rosslyn, Virginia, into a vibrant, urban community through innovative placemaking, economic development, and community engagement. Our talented team produces top-level programming and initiatives, fostering community engagement in a fun and fast-paced environment. Rosslyn is home to businesses, retailers, and residents, offering mixed-use residential options, chef-driven restaurants, ample transit, public spaces, and diverse dining. Our lively streets and green public spaces make Rosslyn an ideal location for businesses and residents alike.

The Role

We are seeking a passionate and innovative Public Space & Placemaking Manager to join our dynamic team. This role reports to the Senior Director of Community Planning and supports cross-departmental functions. The primary focus is to lead public space and placemaking initiatives to create more attractive, active, and sustainable places for all to enjoy in Rosslyn. The ideal candidate is someone who thrives in a dynamic, fast-paced environment, enjoys working collaboratively with a variety of stakeholders, and has a passion for creating vibrant and engaging public spaces.

Responsibilities

Public Space:

• Develop a holistic plan for the BID’s current public space assets (furniture, moveable planters, temporary public art, etc.) and implement future public realm enhancement opportunities to further activate Rosslyn’s public spaces through strategic placemaking and public realm planning.

• Assist with special landscaping projects, wayfinding, spot enhancements, and tactical urbanism pilots (e.g., crash-grade planters, parklets, and other public realm pilots) in coordination with BID staff, particularly the Senior Director of Operations.

• Manage the BID’s current streetscape assets (placement, maintenance/safety needs, and lifecycle) and coordinate with the County and Rosslyn’s property owners to ensure the Streetscape Master Plan evolves with the neighborhood’s current and future needs.

• Handle the BID’s public realm-related service requests and tracking activities by identifying responsible parties (County, private, utility companies, BID), reporting issues, and ensuring requests are communicated and addressed in a timely manner.

• Oversee the BID’s wayfinding initiatives in coordination with BID staff, County, and/or local partners to prioritize safe, comfortable, and accessible mobility options for all.

• Conduct regular fieldwork and monitoring of the public realm throughout the BID, identifying short-term and long-term needs or new areas for improvement. Manage an inventory of the BID’s public realm assets and their deficiencies or needs.

• Assist BID staff, County, and stakeholders with curbside management needs, including problem-solving known issues, implementing pilots, and exploring new technologies and emerging best practices.

• In coordination with BID staff, County, and/or local partners, support various initiatives that advance Rosslyn’s equity, community engagement, and sustainability goals.

Placemaking:

• Activate underutilized spaces within the neighborhood with beautification projects and/or pop-ups, such as temporary experiences/events, art installations, and other innovative enhancements.

• Develop activation concepts and “experiential” pop-ups, serving as project manager by implementing detailed cross-departmental project plans and managing outside designers and/or contractors, in coordination with BID staff.

• Support the placemaking team by developing and implementing strategic plans to enhance Rosslyn’s public spaces through creative and engaging placemaking initiatives.

Qualifications:

• 3-5 years of experience in placemaking, urban planning, landscape architecture, community events, or related fields.

• Strong project management skills and ability to handle multiple projects simultaneously.

• Excellent communication and interpersonal skills for engaging and collaborating with diverse stakeholders.

• Creative thinker with a passion for urban design and community engagement.

• Strong problem-solving and organizational skills.

• Adaptable, proactive, and enthusiastic attitude.
