Acquisition NexGen is currently in search of a Facility Security Officer (FSO) for a large Oil & Gas Services Company in Louisiana.



This is a Permanent/Full-Time role.



Qualified Candidates must either be local to Louisiana OR open to relocating to Covington, LA (relocation assistance IS available).



Candidates must either possess an Active Top Secret Security Clearance OR the ability to obtain one.



POSITION SUMMARY:



The duties of the FSO (Facility Security Officer) shall include, but are not necessarily limited to the following:

• Security Officials: As part of the National Industrial Security Program (NISP), the Company is responsible for appointing security officials within the organization. All security officials shall be U.S. citizens, undergo the same security training that is required for cleared personnel, in addition to their position specific training, and undergo a personnel security investigation and national security eligibility determination for access to classified information at the level of the Facility Security Clearance (FCL).

• The Facility Security Officer (FSO) must complete required training and is responsible for supervising and directing security measures necessary for implementing the NISP Operations Manual (NISPOM) and related Federal requirements for classified information.

• The FSO is responsible for supervising and directing security measures necessary for implementing the NISPOM and related Federal requirements for classified information. It is the responsibility of the FSO to perform the following functions: Implement the NISPOM and Industrial Security Letters within our facility with the preparation, maintenance and distribution of the CSP; Receive, prepare and submit reports to the Cognizant Security Authority (CSA), Federal Bureau of Investigations (FBI) and other Federal authorities as required by the NISPOM; Conduct self-inspections as needed to evaluate all security procedures applicable to the Company.

• The security program is subject to continuous review; Complete, maintain and update all FCL records; Process and maintain all Personnel Security Clearance (PCL) records inclusive of: Verification of U.S. citizenship, Initiate clearance investigations and manage National Background Investigation Services (NBIS) account. Ensure all PCL records are accurate, current and complete, Record of initial indoctrination and annual refresher training, Assist employees with the completion of the Questionnaire for National Security Positions (SF86), Assist employees with the Electronic Application for Investigation Processing (eAPP) system, Review a copy of the SF86, the Authorization for Release of Information and Records, Fair Credit Reporting Release and Authorization for Release of Medical Information for the completion of the clearance process, Provide preparation instructions, assistance and completion of the fingerprinting process and the point of contact between the CSA and employee during the PCL process.

• Provide all cleared employees with security education and training at least annually with initial security briefings, refresher training and debriefings.

• Change combination of approved security container for the protection of classified material.

• Process and maintain all visit requests for cleared personnel.

• FSO Training: The CSA is responsible for providing initial security briefings to the FSO and for ensuring other briefings required for special categories of information are provided to the FSO. FSO will ensure appropriate parties complete training considered appropriate by the CSA. Training may include an FSO orientation course, and for FSOs at contractor locations with a classified information safeguarding capability, an FSO program management course. FSOs will complete training within six months of appointment to the position of FSO.

• In the case of personnel changes, the FSO shall conduct a total inventory, physically sighting all classified holdings at the facility, Review past security review results to determine status of the facilities security program, Review all Contract Security Classification Specifications (DD 254) for contracts being performed at the facility, Process the personnel security clearance for the successor FSO in connection with the facility clearance, Review all ongoing security actions and programs at the facility, Review all other files, records, and administrative systems and procedures applicable to this function and process all NBIS and National Industrial Security System (NISS) accounts for the successor FSO in connection to the facility.

• All other duties as assigned by management.



REQUIREMENTS:



Education: Bachelor’s Degree in technical management or a financial discipline



Experience:

• A minimum of 5-8 years’ experience in Federal Compliance / Facility Clearance Management

• Completion of 40 hours FSO Program Management online courses within six months of appointment to the position of FSO

• Experience in writing and issuing procedures that implement related federal requirements

• Experience in security reviews conducted by Defense Counterintelligence and Security Agency



Skills:

• Excellent oral and written communication skills required.

• Personal computer functional skills for spreadsheet and word processing applications desirable.

• Demonstrated collaborative ability.



Certifications/Licenses:

• Ability to obtain a “Top Secret” level security clearance is required.

• Valid driver’s license and passport is required.

• Must be willing to board and ride vessels to increase understanding of how this role supports the business.
