Job Title: Human Resource Manager

Reports to: Executive Director

FLSA Status: Exempt

Job Summary: The Human Resource Manager for Disability Rights Arkansas plays a crucial role in fostering a positive and productive work environment. This position is responsible for developing and implementing human resource strategies that align with the organization’s mission and values, ensuring the effective management of human capital to achieve the organization’s goals.

Essential Duties and Responsibilities:

1.   Recruitment and Staffing:

a.   Develop and implement recruitment strategies to attract and retain qualified individuals who align with the organization’s mission.

b.   Coordinate the hiring process, including job postings, interviewing, and candidate offer and selection.

c.   Facilitate orientation programs for new hires, to include onboarding and probation reviews.

d.   Coordinate new employee workspace, phone, computer and other technology.


2.    Employee Files and Information:

a.   Maintain the content of all employee personnel files, medical records and other personal employee data.

b.   Update all employee information in the human resource information system and the employee payroll system as needed.


3.    Employee Relations:

a.   Foster a positive work environment by promoting a culture of inclusion, diversity, and respect.

b.   Address employee concerns and conflicts, providing guidance and resolution.

c.   Work with leadership in the positive resolution to employee relations concerns and issues.


4.   Training and Development:

a.   Identify training needs and coordinate professional development opportunities.

b.   Implement training programs to enhance employee skills and knowledge.

c.   Support career development initiatives for employees as part of the annual development.


5.   Performance Management:

a.   Develop and implement performance management systems, including goal setting, regular feedback, performance evaluations, employee self-assessments, employee career development.

b.   Work with managers to address performance issues and implement improvement plans.

c.   Ensure the completion of probation reviews by management of all new employees.


6.   Employee Exit Supervision:

a.   Ensure the administration of all employee terminations related to benefits, personnel files, office equipment, payroll and other notifications.


7.   Benefits Administration:

a.   Oversee the implementation of employee benefits, including health insurance, retirement plans and other benefits.

b.   Stay informed about changes in labor laws and regulations ensuring compliance.

c.   Manage the annual open enrollment process for all benefit renewal annually.


8.   Policy Development and Compliance:

a.   Develop and update human resource policies and procedures in accordance with applicable laws and regulations.

b.   Ensure compliance with labor laws, non-profit regulations, and other relevant standards.


9.   Human Resource Information Systems:

a.   Implement and maintain all human resource online systems such as SharePoint, Paylocity and Navigator to streamline human resource processes and ensure accurate record-keeping.

b.   Generate reports for management on key human resource metrics.


10. Budget Management:

a.   Collaborate with finance department to manage the human resource budget effectively.

b.   Provide input on compensation structures, market analyses related compensation and adjustments.

11. Community Engagement:

a.   Represent the organization in relevant human resource and non-profit forums.

b.   Collaborate with community partners to enhance the organization’s outreach and impact.


12. Operational Planning:

a.   Monitoring the development and implementation of the organization’s Operational Plan that is associated with all human resource operations.

b.   Collaborate with other leaders related to the human resource goals within the Operational Plan to ensure completion.


 Job Qualifications and Required Skills:

·        Bachelor’s degree in Human Resources, Business Administration, or a related field. Human Resource certification is a plus.

·        Proven experience as a Human Resource Manager, preferably in a non-profit setting.

·        In-depth knowledge of human resource principles, practices, and employment laws.

·        Excellent interpersonal and communication skills.

·        Strong problem solving and conflict resolution abilities.

·        Ability to work collaboratively and build positive relationships across all levels of the organization.

·        High ethical standards and a commitment to the mission of the non-profit organization.
