Summary

The ideal candidate for this position will be able to analyze complex issues related to program eligibility, develop new program tools and guidance, and collaborate with a range of stakeholders (internal and external to FEMA). He/she would be familiar with second level appeals, Period of Performance extension requests, and CAP-SSSE annual grant processes, and program interpretations.

Duties

What will I do in this position if hired?

In this position, you will provide support and analyze complex issues related to the Community Assistance Program - State Support Services Element (CAP-SSSE) Grant program. Typical assignments include:

Provide guidance and support to the six Region I State Floodplain Coordinators on the CAP-SSSE Grant Program. Review Tiered State Framework Submissions and Amendments. Review Fiscal Year CAP-SSSE submissions and amendments for completeness and accuracy, as well as quarterly submissions and end of year submissions. Coordinate and collaborate with the Grants Division for CAP-SSSE Obligations. Coordinate the Region's annual CAP-SSSE Meeting with internal and external Stakeholders. Perform mitigation risk reduction activities through the Community Assistance Program -State Support Services Element. Prepare a variety of reports, information papers, and briefings which identify mitigation program requirements, which serve to gain program support and describe program accountability to all of FEMA's stakeholders. Organize and coordinate the development of guidance memoranda and information notices with officials and staff from other FEMA offices, as well as other Federal, State, and/or local agencies. Perform substantive mission-oriented work and serve as an expert advisor to high-ranking and professional staff at headquarters and in the region concerning the National Flood Insurance Program (NFIP).

All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
